邮政IT项目绩效考核指标体系的构建与实施

【摘要】:邮政IT机构作为邮政行业的技术服务商,通过技术和业务的深度融合,为邮政行业提供信息化解决方案。邮政IT机构在专注邮政技术创新和业务服务的同时,,需不断提升自身的能力建设,提升IT项目管理水平,为邮政提供高绩效的软件项目开发和系统运维服务。鉴于邮政企业绩效考核系统涉及的因素众多,其体系构建是一项复杂的系统工程,需要借助于新的管理思想与方法进行研究。若将该体系构建作为一个项目,从项目管理的视角进行研究,无疑是一种新的尝试,其研究具有实际意义。 为了更好地研究邮政IT项目绩效改善方法,论文以邮政IT机构为背景,在对国内外项目管理、战略管理、绩效管理等相关文献做了综合归纳研究基础上,从项目管理视角对邮政IT项目绩效考核改善进行了实证研究,其研究过程结合邮政IT机构项目生命周期的特点,使用项目需求分析、项目计划进度和责任分配矩阵等项目管理方法,设计了与组织战略目标一致的项目绩效考核指标体系,并组织实施,同时对实施的风险因素进行了分析,提出了相关的对策。 论文研究表明,提升邮政IT项目绩效是可以通过设计与组织战略目标匹配的绩效考核指标体系,指引员工个人绩效的提升,进而提升群体绩效,最终达到提升组织绩效的目的,为组织战略目标的实现奠定基础。受不同行业和企业文化等因素的影响,组织提升改善项目绩效的侧重点应有所不同,但论文利用项目管理理论和绩效管理工具,为项目绩效考核提供了实证研究的方法,其研究结果,为邮政乃至其他行业项目绩效考核提供了借鉴作用。
[Abstract]:As the technical service provider of the postal industry, the IT organization provides the information solution for the postal industry through the deep integration of technology and business. Postal IT institutions focus on postal technology innovation and business services, at the same time, they need to continuously improve their own capacity-building, enhance the level of IT project management, and provide high performance software project development and system operation and maintenance services for postal services. In view of the many factors involved in the performance appraisal system of postal enterprises, the construction of the system is a complex system engineering, which needs to be studied with the help of new management ideas and methods. If this system is constructed as a project, it is undoubtedly a new attempt to study it from the perspective of project management, and its research is of practical significance. In order to better study the performance improvement methods of postal IT projects, this paper takes the postal IT institutions as the background, and makes a comprehensive summary and research on the domestic and foreign related documents such as project management, strategic management, performance management and so on. This paper makes an empirical study on the improvement of postal IT project performance evaluation from the point of view of project management. The research process combines the characteristics of postal IT organization project life cycle and uses project demand analysis. The project management methods such as project schedule and responsibility allocation matrix are used to design the project performance evaluation index system which is consistent with the strategic objectives of the organization and to organize the implementation. At the same time, the risk factors of the implementation are analyzed and the relevant countermeasures are put forward. The research shows that improving postal IT project performance is a performance evaluation index system that can be designed to match the organizational strategic objectives to guide the promotion of individual performance of employees, and then improve group performance, and finally achieve the purpose of improving organizational performance. To lay the foundation for the realization of the strategic objectives of the organization. Under the influence of different industries and corporate culture, the emphasis of improving project performance should be different. However, the paper provides an empirical research method for project performance evaluation by using project management theory and performance management tools. The research results provide reference for postal and other industry project performance appraisal.
