【摘要】：本文研究目的是为了梳理互联网行业发展的历程和现状，并分析政府行业监管中存在的主要问题，同时提出相应的对策、建议，从而更好的发挥政府监管职能，促进互联网行业整体健康、有序的发展。本文首先论述了互联网行业整体发展和管理现状，阐述了行业管理的意义和目的，结合实际工作分析了目前行业管理基本现状和存在的主要问题；通过广泛收集资料和调研并进行课题研究的形式，对互联网行业管理重点暨互联网接入服务进行了全面分析，特别是对行业管理现状和问题进行了分析和研究，提出了互联网接入服务行业管理建议；运用管理和经济学理论，采取理论与实际工作相结合的研究方法，对互联网行业管理的另一重点互联网信息服务进行了深入分析，，剖析了政府监管中存在的主要问题,对行业管理定位进行了研究并提出了管理建议；最后着眼于现实，结合经济学理论对移动互联网的发展做了重点研究，同时分析了移动互联网特点和给政府行业监管带来的难题和挑战，并提出了行业管理建议。本文创新之处在于理论与实际工作的全面结合，对互联网行业管理现状和问题进行了较深入的分析和总结，并结合具体工作，在充分考虑实际情况和行业特征的前提下，客观评价了现有管理体制和监管政策，按照互联网行业管理职责，分析了现阶段互联网行业管理发展趋势,并提出了监管政策的调整和完善建议，对于实现有效、高效监管具有一定的实践应用价值。
[Abstract]:The purpose of this paper is to comb the history and current situation of the development of the Internet industry, and to analyze the main problems existing in the supervision of the government industry, and at the same time, to put forward the corresponding countermeasures and suggestions, so as to give better play to the functions of government supervision. To promote the overall healthy and orderly development of the Internet industry. This paper first discusses the overall development and management of the Internet industry, expounds the significance and purpose of the industry management, combined with the actual work to analyze the current basic situation of industry management and the main problems; Through extensive data collection, research and research, this paper makes a comprehensive analysis of the Internet industry management focus and Internet access services, especially on the current situation and problems of industry management. This paper puts forward some suggestions on the management of Internet access service industry, and makes a deep analysis of another important Internet information service of Internet industry management by using the theory of management and economics, and adopting the research method of combining theory with practice. This paper analyzes the main problems existing in the government supervision, studies the position of the industry management and puts forward the management suggestions. Finally, it focuses on the development of the mobile Internet, focusing on the reality and combining with the economic theory. At the same time, this paper analyzes the characteristics of mobile Internet and the problems and challenges brought to government industry supervision, and puts forward some suggestions for industry management. The innovation of this paper lies in the comprehensive combination of theory and practice, the analysis and summary of the current situation and problems of Internet industry management, and the combination of specific work, under the premise of fully considering the actual situation and the characteristics of the industry. This paper objectively evaluates the existing management system and supervision policy, analyzes the development trend of the Internet industry management in accordance with the management responsibilities of the Internet industry, and puts forward some suggestions for the adjustment and improvement of the supervision policy. Efficient supervision has certain practical application value.
