基于平衡计分卡的电信企业适应性机制研究

【摘要】:当前通信技术日新月异、客户需求千差万别、市场竞争日趋激烈,电信企业经营环境的复杂性和不确定性达到前所未有的程度。为适应如此复杂的环境变化,各电信企业在战略管理方面进行了不断的研究和实践探索。然而,传统静态的战略管理并不能适应多变的环境,而且对企业适应性也缺乏足够的了解与重视。本文对电信企业战略绩效管理核心工具平衡计分卡进行了整体的、系统的研究,并致力于企业战略绩效与适应性匹配机制的建立,为提高企业适应外部环境能力,增强企业竞争力提供理论依据与实践指导。 本文对平衡计分卡相关理论进行了深入研究;同时,基于复杂适应系统(CAS)等理论,分析了电信企业适应性的影响因素,并据此建立了电信企业适应性评价指标体系;最后,将电信企业适应性指标归因到战略地图各层面,以便及时发现战略管理中存在的不足。为电信企业动态战略管理和提高企业适应性提供了科学的理论依据和实操模型,也为未来研究提供参考。 首先,本文在充分研究电信企业适应性影响因素的基础上,创新性地将CAS理论和电信企业适应性影响因素结合起来,构建了全面、系统的电信企业适应性评价指标体系,剖析了外部环境刺激于企业内部环境的影响因素,本文将其归类为企业文化、组织结构、企业资源和企业能力四大类;同时,本文提出了测算和分析企业适应性各关键指标的科学方法,企业管理者可据此得出企业的适应性现状,并发现企业适应性短板指标。 其次,提出了电信企业动态战略绩效管理与适应性模型的匹配机制,并将企业适应性指标归因到战略地图的各个层面。在战略地图中定位出企业的战略偏差,指导企业通过战略的调整使适应性重要指标提升。同时,该匹配机制可以及时测评电信企业与环境的适应性,明确了动态战略管理的制定和更新的方向,促进企业适应不断变化的电信环境,实现可持续发展。 最后,应用模糊综合评价法,同时采用层次分析法和熵值法的组合赋权方式,得出电信企业适应性评价指标权重。利用联通公司2009年的企业运营数据,对该公司的企业适应性进行实证评估,并最终计算出适应性评价结果。根据数据运算结果对增强企业适应性提出了改进建议及方向,并为战略优化提供了依据。
[Abstract]:With the rapid development of the communication technology, the customers' demands are different, the market competition is becoming more and more fierce, and the complexity and uncertainty of the business environment of telecom enterprises have reached an unprecedented degree. In order to adapt to such complex environmental changes, telecom enterprises have carried out continuous research and practical exploration in strategic management. However, the traditional static strategic management can not adapt to the changing environment, and lack of understanding and attention to the adaptability of enterprises. In this paper, the balanced Scorecard, the core tool of strategic performance management in telecom enterprises, is studied systematically, and the matching mechanism of strategic performance and adaptability is established to improve the ability of enterprises to adapt to the external environment. To enhance the competitiveness of enterprises to provide theoretical basis and practical guidance. At the same time, based on the theory of complex adaptive system (CAS), the influencing factors of telecom enterprises' adaptability are analyzed, and the evaluation index system of telecom enterprises' adaptability is established based on the theory of balanced scorecard. Finally, the adaptability index of telecom enterprises is attributed to each level of strategic map, in order to find out the deficiency in strategic management in time. It provides a scientific theoretical basis and practical model for the dynamic strategic management and improving the adaptability of telecom enterprises, and also provides a reference for future research. First of all, on the basis of fully studying the factors affecting the adaptability of telecom enterprises, this paper innovatively combines the theory of CAS with the factors affecting the adaptability of telecom enterprises, and constructs a comprehensive and systematic index system for evaluating the adaptability of telecom enterprises. This paper analyzes the factors that the external environment stimulates the internal environment of the enterprise, and classifies it into four categories: corporate culture, organizational structure, enterprise resources and enterprise capability. At the same time, this paper puts forward a scientific method to measure and analyze the key indexes of enterprise adaptability, according to which the managers can get the adaptability status of enterprises and find the short board index of enterprise adaptability. Secondly, the matching mechanism between dynamic strategic performance management and adaptive model of telecom enterprises is put forward, and the adaptability index is attributed to each level of strategic map. The strategic deviation of the enterprise is located in the strategic map, and the important index of adaptability is improved through the adjustment of the strategy. At the same time, the matching mechanism can evaluate the adaptability of telecom enterprises and environment in time, make clear the direction of making and updating dynamic strategic management, promote the enterprises to adapt to the changing telecommunication environment and realize sustainable development. Finally, the fuzzy comprehensive evaluation method is applied, and the weighting method of AHP and entropy method is used to get the index weight of telecom enterprise adaptability evaluation. Based on the operating data of Unicom in 2009, this paper evaluates the adaptability of Unicom and finally calculates the result of adaptability evaluation. According to the result of data operation, the improvement suggestions and directions are put forward to enhance the adaptability of enterprises, and the basis for strategic optimization is provided.
