智慧城市运营模式创新研究

【摘要】：随着新一轮信息技术的不断发展,人类生活的各种要素都开始变得智能化,以科技和创新为特征的智慧城市已成为人类改变生活方式的重要实践。为了实现新兴技术的落地,全球众多城市都启动了智慧城市项目,而我国一些先行城市为了破解各种“城市病”的困局,也纷纷出台了建设智慧城市的各类规划措施并付诸实践,但国内外各城市取得的效果则不尽相同。智慧城市的“投资、建设、运营”是一个系统工程,仅仅做好其中的一方面不足以实现真正的智慧城市。一个高效可行的智慧城市投资模式是智慧城市建设的源头活水,是支持智慧城市建设的根本动力;一个规范的建设模式是实现各种智能化规划构想的重要过程,是智慧城市能否是实现的具体实践;一个合理的运营模式是智慧城市能够真正有生机活力的身体系统,是发挥智慧城市各种智能属性的根本条件。因此,投资、建设过程仅仅是智慧城市出现的先决条件,而运营过程才是智慧城市永续存在的根本条件,然后才是利用其智能化服务于城市居民,而这也是国内外诸多案例结果不尽相同的根本原因。本文通过对国内外一些智慧城市的建设运营模式比较,分析典型城市的建设背景、建设内容、成功运营等几方面的关键因素,探索出国外智慧城市建设运营的几种主要模式,并对国内目前智慧城市的基本情况进行分析以及对城市智慧化过程中出现的主要问题进行总结。最后,将提出一种新型运营模式并分析其在中新生态城项目的运营实践,论证适合我国智慧城市建设的模式,对我国智慧城市的建设运营起到一点借鉴作用。
[Abstract]:With the continuous development of new information technology, various elements of human life are becoming intelligent. The intelligent city characterized by science and technology and innovation has become an important practice for human to change their way of life. In order to achieve the landing of emerging technologies, many cities around the world have launched the Smart City Project, while some leading cities in China are trying to solve the difficulties of various "urban diseases". Various planning measures for the construction of intelligent cities have been introduced and put into practice, but the results obtained by different cities at home and abroad are different. The "investment, construction and operation" of the intelligent city is a systematic project, and just doing a good job on the one hand is not enough to realize the true intelligent city. An efficient and feasible investment mode of intelligent city is the source of the construction of intelligent city and the fundamental power to support the construction of intelligent city. A standardized construction model is an important process to realize all kinds of intelligent planning ideas, and it is also a concrete practice of whether the intelligent city can be realized. A reasonable mode of operation is a body system with real vitality and vitality, which is the basic condition of exerting all kinds of intelligent attributes of intelligent city. Therefore, the process of investment and construction is only a prerequisite for the emergence of intelligent cities, and the operation process is the fundamental condition for the sustainable existence of intelligent cities, and then they are used to serve urban residents intelligently. This is also the root cause of the different results of many cases at home and abroad. By comparing the construction and operation modes of some intelligent cities at home and abroad, this paper analyzes the key factors of typical cities' construction background, construction content, successful operation and so on, and explores several main modes of the construction and operation of foreign intelligent cities. This paper also analyzes the basic situation of intelligent cities in China and summarizes the main problems in the process of urban wisdom. Finally, a new mode of operation will be put forward, and the operation practice of the project will be analyzed, and the model suitable for the construction of intelligent city in China will be demonstrated, which will play a reference role in the construction and operation of the intelligent city in China.
