政府基础信息资源跨部门共享机制研究

【摘要】：本选题的目的是通过理论与实证相结合的研究，寻找政府基础信息资源跨部门共享机制改进的方案与对策。基于全面的文献调查、理论基础阐述以及相关实践进展考察，形成本选题的研究假设，并明确五个方面主要研究任务：理论基础研究；国内外政府基础信息资源跨部门共享实践研究；政府基础信息资源跨部门共享影响因素问卷调查；跨部门共享机制改进措施可行性专家调查；提出跨部门共享机制改进对策。论文采用的实证研究方法主要有问卷广泛调查与专家重点调查；数据收集将面呈书面材料与发送电子文件相结合；数据分析方法有描述统计、比较分析、内容分析等。研究发现，一方面，公共管理理论演变与发达国家电子政府研究与实践的进展密切相关。基于后新公共管理理论指导，建设面向公共服务的电子政府已经成为发展方向；另一方面，网络化环境下开展跨部门合作的创新实践，加快了政府跨部门业务协作与服务协同的进程。政府基础信息资源跨部门共享，作为有效支撑跨部门业务协作与服务协同的关键环节，已经成为电子政府公共服务转型的核心。而要加快政府基础信息资源跨部门共享，必须发展跨部门合作、构建跨部门合作能力。本文的调查也证实，，发展跨部门合作所涉及的具体工作，以及跨部门合作能力构建的客观和主观要素都深刻地影响着跨部门共享。本研究提出的政府基础信息资源跨部门共享机制的改进主要在两个相互关联的方面：跨部门共享内部机制改进与外部环境优化。从发展跨部门合作、构建跨部门合作能力出发得出的内部机制改进对策涉及：（1）改进自我发展机制。主要改进执行机制、激励机制、人才开发与储备机制、积累机制与投入机制；（2）改进自我约束机制。要改进决策机制、制约机制、控制机制和预警机制。通过以上机制的改进，获取更多资源、改进管理、建设共同解决问题的文化并管理动态发展过程，最终促进跨部门共享的实现。机制改进外部环境优化主要包括：（1）应对网络化环境的特定问题。如，越过隐私保护障碍、解决安全问题、保证数据与信息质量、网络化环境的责任分担。（2）消除新技术应用的不确定性，发挥其强力支撑作用。本研究主要创新点有：①形成了政府基础信息资源跨部门共享机制改进与创新的理论框架。既证实发展跨部门合作所涉及的具体工作、跨部门合作能力构成的客观和主观要素都深刻地影响跨部门共享，也发现发展跨部门合作、构建跨部门合作能力是机制改进的重要方面。②提出了一整套跨部门共享机制改进的方案与对策。
[Abstract]:The purpose of this thesis is to find out how to improve the inter-departmental sharing mechanism of government basic information resources through the combination of theory and empirical research. Based on a comprehensive literature survey, theoretical foundation and related practice, the research hypothesis of this topic is formed, and five main research tasks are defined: theoretical basic research; Research on the practice of cross-departmental sharing of government basic information resources at home and abroad; questionnaire survey on influencing factors of cross-departmental sharing of government basic information resources; expert investigation on feasibility of improving measures of cross-departmental sharing mechanism; put forward countermeasures to improve cross-departmental sharing mechanism. The empirical research methods used in this paper include extensive questionnaire survey and expert focus investigation; data collection combines written materials with electronic documents; data analysis methods include description statistics comparative analysis content analysis and so on. It is found that, on the one hand, the evolution of public management theory is closely related to the progress of electronic government research and practice in developed countries. Based on the guidance of post-new public management theory, the construction of public service-oriented electronic government has become the direction of development; On the other hand, the innovation practice of inter-departmental cooperation in networked environment speeds up the process of inter-departmental business cooperation and service cooperation. As a key link to effectively support inter-departmental business collaboration and service collaboration, the cross-departmental sharing of government basic information resources has become the core of e-government public service transformation. In order to speed up the sharing of government basic information resources, it is necessary to develop inter-departmental cooperation and build cross-departmental cooperation capacity. The investigation also proves that the specific work involved in the development of Intersectoral cooperation, as well as the objective and subjective elements of the construction of Intersectoral cooperation capacity, have a profound impact on cross-sectoral sharing. The improvement of cross-departmental sharing mechanism of government basic information resources proposed in this study is mainly in two interrelated aspects: the improvement of inter-departmental sharing internal mechanism and the optimization of external environment. Based on the development of inter-departmental cooperation and the construction of inter-sectoral cooperation capacity, the internal mechanism improvement countermeasures are related to: (1) improving self-development mechanism. Improve the implementation mechanism, incentive mechanism, talent development and reserve mechanism, accumulation mechanism and investment mechanism; (2) improve self-restraint mechanism. We should improve the decision-making mechanism, the restriction mechanism, the control mechanism and the early warning mechanism. Through the improvement of the above mechanism, we can obtain more resources, improve the management, build the culture of solving problems together and manage the dynamic development process, and finally promote the realization of cross-departmental sharing. Mechanism improvement external environment optimization includes: (1) to deal with the specific problems of networked environment. For example, overcoming privacy barriers, solving security problems, ensuring the quality of data and information, and sharing responsibility in the networked environment. (2) eliminating uncertainty in the application of new technologies and giving play to their strong support role. The main innovations of this study are as follows: 1 the theoretical framework for improving and innovating the cross-departmental sharing mechanism of government basic information resources is formed. Both confirming the specific work involved in the development of cross-sectoral cooperation, the objective and subjective elements of the capacity for cross-sectoral cooperation that profoundly affect cross-sectoral sharing, and the development of cross-sectoral cooperation, It is an important aspect of mechanism improvement to build the ability of inter-departmental cooperation. 2 A set of schemes and countermeasures to improve the mechanism of inter-departmental sharing are put forward.
