【摘要】：正党的十八大以来,新一届中央领导集体以作风建设开局,出台八项规定,坚决整治"四风",在公务接待、公务用车、办公用房等权力运行的各个方面,制定了明确而具体的规定,强化了制度的执行。特别是党的十八届三中全会作出全面深化改革若干重大问题的决定,权力正加快被关进"制度的笼子里"。少数干部包括领导干部,由此感叹"为官不易",进而"为官不为",消极对待工作。规矩严、约束多,所以做事难、工作推不动,这在逻辑上讲不通,在理论上很荒唐,在实践中危害大。应该看到,不是现在规矩严了,而是过去约束松了;规矩
