公共决策中的利益冲突和信息披露

【摘要】：公共政策影响到各方面群体的利益,而有组织的利益集团可以通过游说来影响公共政策。他们可以在政策制定过程中提供相关的信息,也可以与政策的相关部门形成某种利益纽带。健全的公共决策机制需要同时激励信息披露和控制政策偏向,而合理的信息渠道安排就是其中一个重要环节。信息渠道的安排影响到相关的政策信息披露的效率。另外当信息联系的各方出现目标冲突时,会产生信息沟通的损失,一些常见的机制,比如授权、协调中介可以在一定程度上解决信息损失的困境。
[Abstract]:Public policy affects the interests of various groups, while organized interest groups can influence public policy through lobbying.They can provide relevant information in the policy-making process, or form some kind of interest link with the relevant departments of the policy.A sound public decision-making mechanism needs to encourage information disclosure and control policy bias at the same time, and reasonable information channel arrangement is one of the important links.The arrangement of information channel affects the efficiency of relevant policy information disclosure.In addition, when there is a target conflict between the parties of information communication, the loss of information communication will occur. Some common mechanisms, such as authorization and coordination intermediary, can solve the dilemma of information loss to a certain extent.
