社会讨论决策制度在中国的可行性分析

【摘要】：笔者认为 ,就社会讨论主体———社会公众而言 ,社会讨论决策制度的可行性通常应该建立在以下三个基本假设之上 :1)社会公众理应具备参与社会讨论的资格 ;2 )社会公众事实存在参与社会讨论的合法途径 ;3 )社会公众必须具备社会讨论的参与能力。本文也正是从这三个基本假设出发 ,分析、论证了社会讨论决策制度在中国十分必要而且可行。
[Abstract]:The author thinks that as far as the subject of social discussion-the social public is concerned, The feasibility of the social discussion decision-making system should usually be based on the following three basic assumptions: 1) the social public should have the qualifications to participate in the social discussion 2) the fact that the social public has a legal way to participate in the social discussion The public must have the ability to participate in social discussions. From these three basic hypotheses, this paper analyses and proves that the social discussion and decision making system is necessary and feasible in China.
