[Abstract]:Comrade Jiang Zemin pointed out with great foresight: "Innovation is the soul of a nation's progress and the inexhaustible motive force of a country's prosperity." Recently, he again stressed that "now we should attach great importance to innovation." With the coming of knowledge economy, people's creativity and development become more and more important. The leading decision-makers are those who are engaged in management cadres, use cadres, motivate cadres and develop talent resources.
