大连市就业问题与对策分析

【摘要】：就业是民生之本,是当今社会人们普遍关注、议论最多的热门话题之一,是人民群众改善生活的基本前提和基本途径。大连市作为东北老工业基地和环渤海经济圈中的重要城市,随着经济水平的提高、城市服务功能的完善、全域城市化的建设,就业形势也发生着日新月异的变化,产生了新的就业状况和就业矛盾,促进就业工作已然成为首要任务。因此,对大连市就业形势和就业政策进行分析和研究,并提出政策调整方案和具体对策是大连市建设东北亚国际航运中心、国际物流中心和区域性金融中心的坚实基础和必要保障。本文首先介绍了研究目的和意义、国内外相关就业研究理论以及本文的研究方法和论文结构。文中采用了文献分析法、原因分析法、调查分析法等,研究了大连市的就业现状和扶持政策,揭示了大连市就业存在的主要问题和矛盾,并剖析其形成的原因。随后介绍了国内外政府组织和非政府组织的经验做法,力图通过总结国内外城市的就业政策,找出对大连市促进就业工作的启示。最后本文针对前面提出的大连市高校毕业生总量大、劳动者素质与更高质量就业不匹配、失地失海人员再就业困难、就业服务平台不够完善等问题,提出几点解决大连市就业问题的具体对策：1)贯彻就业优先原则,出台积极有效的就业政策；2)加强基层平台建设,拓展就业服务方式和手段；3)坚持城乡统筹,建立公平高效的就业体制；4)强化技能培训,提高就业劳动者能力。
[Abstract]:Employment is the people's livelihood, is the social concern, one of the most talked about hot topic, is the fundamental prerequisite and basic approach to improve the quality of people's life. The city of Dalian as an important city in the northeast old industrial base and the Bohai economic circle, with the improvement of economic level, improve the service functions of the city, the construction of global city the employment situation will change rapidly changes, create new employment situation and employment, promote employment has become the primary task. Therefore, the analysis and Research on the Dalian city employment situation and employment policy, and put forward the policy adjustment scheme and specific countermeasures of Dalian city is the construction of an international shipping center in Northeast Asia a solid foundation and necessary guarantee for the international logistics center and regional financial center.
This paper firstly introduces the research purpose and significance, the domestic and foreign research related employment theory and the research methods and thesis structure. This paper adopts literature analysis, cause analysis, investigation and analysis, research on the employment status of Dalian city and support policies, reveals the main problems and contradictions existing in Dalian city employment. And analysis the reasons. Then introduces the experiences and practices of domestic and foreign government organizations and non-governmental organizations, tries to summarize the domestic and international city of Dalian City, to find out the employment policy, employment promotion work of the enlightenment.
The total amount of college graduates in Dalian city put forward finally in front of the big, the quality of workers with higher quality employment does not match the lost sea lost employment difficulties, employment service platform is not perfect, put forward some solve the employment problem of Dalian city specific measures: 1) to implement the principle of giving priority to employment, the introduction of active employment policy 2); to strengthen the grassroots platform construction, expand the ways and means of employment services; 3) adhere to the urban and rural areas, the establishment of a fair and efficient employment system; 4) to strengthen skills training, improve the employment ability of workers.
