【摘要】：“民以食为天,食以粮为先”,粮食是人类生存的第一要素,首先与人的生命与健康密切相关,更关系着国家的发展和长治永安,居国家生存与安全三大支柱之首,其重要性远在军事、能源之上,是事关民众、事关国家的天下大事。中国从古至今都是一个人口大国,也就决定着中国也必然是一个粮食生产大国。从古至今每次朝代的更迭无一不是粮食的缺乏导致的,因此历朝历代的执政者都把粮食生产摆在首要地位。故有古人云：“五谷者,万民之命,国之重宝”。中国一方面是粮食生产大国,另一方面由于人口众多,又是一个粮食消费大国。粮食安全能否得到有效保障,决定了国家能否长治久安,经济能否持续增长。随着经济的不断发展,快速发展粮食物流行业成为保障地方粮食安全的最有效措施之一。而从我国粮食物流的发展现状来看,距离国际先进的现代化粮食物流差距仍然不小。因此,大力发展粮食物流业势在必行。本文就是在这样的背景下,在充分了解国内外目前粮食物流行业结构、发展现状及趋势的基础上,结合鄂尔多斯市经济发展及粮食生产、消费实际情况,针对鄂尔多斯市粮食物流中心的发展现状、发展环境、内部条件及存在问题进行全面、典型的分析,其中运用SWOT分析方法进行了科学的研究,最终落脚到鄂尔多斯市粮食物流中心的发展战略定位及实现这一战略所需要采取的措施上。通过明确鄂尔多斯市粮食物流中心的发展战略,以期实现企业真正走向市场,发展壮大,逐步成为自主经营、持续发展的中国西部粮食行业领跑者。
