供给侧结构改革背景下畜牧业物流法律制度反思与重构

【摘要】：我国畜牧业虽然取得了一定成效,但和发达国家相比差距较大。供给侧结构改革促使笔者反思我国畜牧业物流法律,发现存在缺少畜牧业物流发展规划、物流单行法之间协调性不足、现代畜牧业物流技术标准不完善和现代畜牧业物流立法相对滞后等问题。因此,我国应构建统一的畜牧业物流产业发展规划,构建以畜牧业物流组织法和畜牧业物流行为法为核心,以畜牧业物流经济调控法为参谋,以畜牧业物流争议救济法为保障程序的新型畜牧业物流法律制度。
[Abstract]:Although China's animal husbandry has achieved some results, but compared with the developed countries, the gap between the supply-side structure reform prompted the author to reflect on the animal husbandry logistics laws in China, found that there is a lack of animal husbandry logistics development plan. The coordination between the single law of logistics is not enough, the technical standard of modern animal husbandry logistics is not perfect, and the legislation of modern animal husbandry logistics is lagging behind. Therefore, China should construct a unified development plan of animal husbandry logistics industry. A new legal system of animal husbandry logistics is constructed, which takes animal husbandry logistics organization law and animal husbandry logistics behavior law as the core, the animal husbandry logistics economic regulation law as the reference, and the animal husbandry logistics dispute relief law as the safeguard procedure.
