攀枝花市仁和区生态工业园区产业发展规划研究

【摘要】:在对仁和生态工业园区产业发展现状、“十一五”期间产业发展壮大过程以及今后(尤其“十二五”)产业发展的优势、劣势、面临的挑战与机遇等方面的分析的基础上,深入探讨了仁和生态工业园区产业发展目标方向、功能定位、空间组织,并对园区主导产业发展进行了系统规划。研究结果表明:⑴产业发展方向:主要发展特色机械制造、含钒钛钢铁深加工、钒钛深加工三大支柱产业,配套发展冶金废弃物综合利用、仓储物流产业。⑵产业发展目标:依托攀钢、四川富邦、钢城集团、白云铸造、润莹齿轮、运力汽车部件制造、东林汽车制动等骨干企业,把仁和生态工业园区建成为国内外驰名的钒钛钢铁延伸加工、特色机械制造两大产业基地。⑶产业功能定位:攀钢、攀枝花钒钛产业园区、仁和生态工业园区、高新技术产业园区、米易白马工业园区、盐边县工业区共同构成攀枝花钢铁(钒钛)国家新型工业化产业示范基地核心区。其中攀钢、攀枝花钒钛产业园区、仁和生态工业园区、高新技术产业园区具有示范、孵化、生产等多种功能,位居钒钛钢铁产业链的中下游;米易白马工业园区、盐边县工业区及攀枝花矿区则是钒钛钢铁产业基地的原材料开采、供应基地。⑷主导产业链构建及支撑项目规划:依托资源和区位优势,围绕攀枝花钒钛资源的综合开发利用,发挥攀钢集团、富邦集团、钢城集团、圣达集团等龙头企业的作用,以市场为导向,以改革、开放、创新为动力,通过项目带动、技术提升、品牌战略、承接转移、产业集群和外向经济,坚持以钒钛带钢铁,突出特色发展,以钢铁补产业,提升产业发展水平,大力推进特色机械制造、钒钛钢铁延伸加工、钒钛深加工、冶金废弃物利用、仓储物流五大产业链建设和相关项目群实施,加快构建含钒钛钢铁深加工产业集群,打造攀枝花市现代机械加工制造业基地。
[Abstract]:Based on the analysis of the current situation of industrial development in Renhe Eco-Industrial Park, the process of industrial growth during the Eleventh Five-Year Plan, and the strengths, weaknesses, challenges and opportunities faced by the industry in the future (especially the 12th Five-Year Plan), This paper deeply discusses the target direction, function orientation, spatial organization of the industrial development of Renhe Eco-Industrial Park, and makes a systematic plan for the development of the leading industry of the Park. The research results show that the main development direction of the industry is the development of characteristic machinery manufacturing. Three pillar industries, including vanadium titanium iron and steel deep processing, vanadium titanium deep processing, supporting development of metallurgical waste comprehensive utilization, warehousing and logistics industry .2 industry development target: relying on Panzhihua iron and steel, Sichuan Fubong, steel city group, white cloud casting, Runying gear, Key enterprises, such as automobile parts manufacturing and braking of Donglin Automobile, built Renhe Ecological Industrial Park as the famous extension processing of vanadium, titanium and iron and steel at home and abroad, and specialized machinery manufacturing. 3. 3 industrial function positioning: Panzhihua Iron and Steel Co., Ltd. Panzhihua Vanadium and Titanium Industrial Park, Renhe Ecological Industrial Park, Hi-tech Industrial Park, Miyi Baima Industrial Park, The industrial zone of Yanbian County constitutes the core of Panzhihua Iron and Steel (Vanadium and Titanium) National New Industrial demonstration Base. Among them, Panzhihua, Panzhihua Vanadium and Titanium Industrial Park, Renhe Ecological Industrial Park, Hi-tech Industrial Park have demonstration, hatching, and so on. Production and other functions rank in the middle and lower reaches of the vanadium titanium iron and steel industry chain, while the Mi Yi Baima Industrial Park, Yanbian County Industrial Zone and Panzhihua Mining area are the raw materials mining of the vanadium titanium iron and steel industry base. Supply base .4 leading industrial chain construction and supporting project planning: relying on resources and location advantages, around Panzhihua vanadium and titanium resources comprehensive development and utilization, Panzhihua Group, Fubang Group, Steel City Group, Sunda Group and other leading enterprises, Market oriented, reform, opening and innovation as the driving force, through project driven, technology upgrading, brand strategy, undertake transfer, industrial cluster and outward economy, adhere to vanadium and titanium strip steel, highlight the characteristics of development, iron and steel supplement industry, To improve the level of industrial development, vigorously promote the characteristic machinery manufacturing, vanadium titanium iron and steel extension processing, vanadium titanium deep processing, metallurgical waste utilization, warehousing and logistics five industrial chain construction and related project group implementation, Accelerate the construction of vanadium-containing titanium iron and steel deep processing industry cluster to build Panzhihua modern machining manufacturing base.
