潍坊市烟草公司业务预警监管系统的设计与实现

【摘要】：自国家实行烟草专营政策以来,各省市便开始成立自己的烟草公司与烟草专卖局。潍坊市烟草公司自成立以来,就肩负着本市的烟草专卖执法、烟叶与卷烟的生产与销售等责任。而目前我国烟草行业发展快速稳定,为了能在行业发展中力争上游,潍坊市烟草公司需要对自己的业务进行有效的监管,保证业务进行顺利。因此,潍坊市烟草公司决定利用发展的信息化技术,建立一套业务预警监管系统,对公司大小业务实施预警与监管监控,有效提高公司的监管能力。本系统借鉴了国外类似优秀系统的开发技术,并且结合了潍坊市烟草公司的实际需求。系统的开发将基于B/S架构进行,主要选择全球性语言Java作为开发语言,并且使用Struts2、Spring以及Hibernate三种框架技术进行系统设计。另外,利用了MVC设计模式,将系统分为控制层、视图层与模型层,实现系统的分层管理。在系统UI设计方面,采用了Html技术、Css技术中的盒子模型来对系统页面进行布局,使用Jsp动态网页开发技术进行数据校验,达到页面的动态展示效果。潍坊市烟草公司业务预警监管系统根据业务特点,主要划分了五项子功能,分别为：预警管理、商业监管管理、内部监管管理、备案管理、综合查询与分析管理,这五项功能由系统操作员、内管员两种用户共同操作。用户根据自身权限可以对预警基础指标、预警指标以及品牌信息进行维护,执行手工预警；对合同、购进、销售、库存、物流等一系列环节的预警信息进行操作,包括检查正常、转入核查、查询流转状态与任务信息等；可以对监管任务进行新建与明细、对监管台账进行登记与查询,并且可以实施内部监控；另外,还能够对备案信息进行查询与办理；维护系统中的制度信息、工作考核信息、内管文书以及附件等信息。本业务预警监管系统在潍坊市烟草公司投入运行后,可以对公司的外部商业、内部监控等各方面的预警进行统一管理,并且可以通过统计分析报表,查询各专卖局的预警情况与走势,使公司做出正确决策,进行宏观调控。此外,本系统的使用可以提高潍坊市烟草公司对自身业务的监管能力,避免业务上的恶习,保证公司的最大化收益。
