济南构建区域性物流中心城市问题研究

【摘要】：伴随着国内经济的快速发展和全球经济一体化的进程,物流产业在我国贸易中的地位越发凸显。各级政府决策部门积极着手推动物流产业的发展,以充分发挥其对经济的促进作用。济南市政府提出的“建设四个中心,打造现代泉城”的目标任务就包含“打造区域性物流中心”这一重要目标。济南市作为山东省省会城市,全国特大城市,以及全国重要的交通枢纽城市之一,已经发展了较大规模的物流产业。本文基于现代物流理论、区域性物流中心理论等理论基础,针对济南市物流发展的现状、优势与问题进行分析。分别从影响物流中心城市建设的供给因素、需求因素和制度因素对济南构建区域性物流中心城市的影响因素进行定性分析。在此基础上,建立影响因素指标体系,并进行实证研究。结果表明,政府财政支出的增加有利于济南物流聚集度的提高,两者之间呈正相关关系,但是短期内提高物流聚集度的程度并不明显,财政支出的增加对物流产业发展的促进存在一定的滞后效应。产业结构优化升级可以促进济南在区域内的物流聚集度的提高,两者之间满足正相关关系,意味着济南应进一步进行产业结构的优化。同时发现,高质量物流人才的培养对于济南物流产业的长期发展影响显著。最后针对研究结论,为济南构建区域性物流中心城市提出针对性的建议与措施,以期为相关决策和政策制定部门提供参考依据。
[Abstract]:With the rapid development of domestic economy and the process of global economic integration, the position of logistics industry in China's trade becomes more and more prominent. In order to give full play to its role in promoting the economy, Jinan Municipal Government has put forward the objective task of "building four centers and building modern spring cities", which includes the important goal of "building regional logistics centers." Jinan, as the capital city of Shandong Province, is the capital city of Shandong Province. China's mega-cities, as well as one of the most important transportation hubs in the country, have developed large scale logistics industries. Based on the theory of modern logistics theory and regional logistics center theory, this paper aims at the present situation of logistics development in Jinan. The advantages and problems are analyzed from the supply factors, demand factors and institutional factors that affect the construction of logistics center cities. The factors influencing the construction of regional logistics center cities in Jinan are analyzed qualitatively. The results show that the increase of government financial expenditure is beneficial to the increase of logistics agglomeration in Jinan, and there is a positive correlation between the two. However, it is not obvious to improve the degree of logistics agglomeration in the short term, and the increase of financial expenditure has a certain lag effect on the development of logistics industry. The optimization and upgrading of industrial structure can promote the improvement of logistics agglomeration degree of Jinan in the region. The positive correlation between them means that Jinan should further optimize the industrial structure. At the same time, it is found that the cultivation of high-quality logistics talents has a significant impact on the long-term development of Jinan logistics industry. This paper puts forward some suggestions and measures for Jinan to construct regional logistics center city in order to provide reference for relevant decision-making and policy making departments.
