新循环经济理论在宝清煤电化项目工业园区的应用研究

【摘要】:传统煤炭产业存在高度开采、高度排放、低度利用的严重问题,煤炭资源浪费严重,自然环境受到极大破坏。要保持煤炭产业的可持续发展,提高其综合竞争能力,必须在煤炭相关的各个产业环节综合利用资源,发展循环经济。本论文以鲁能宝清煤电化项目为研究对象,用新循环经济“5R”理论指导该项目循环经济产业链的具体构建方法。该项目由三个子项目组成,分别是煤矿、电厂和化工厂,煤矿生产褐煤,由于煤质差不宜远距离运输,仅用于向电厂和化工厂提供生产所需原煤。三个项目相互依存,形成大型煤电化工业园区,具备发展大型工业园区循环经济的客观条件。本文把新循环经济理论与该项目实际情况相结合,从新循环经济视角全面分析这一综合项目的现状及特点,对该项目发展循环经济的必要性和可行性进行论证,充分展现该项目发展循环经济的特点和优势,并将新循环经济理论应用于宝清煤电化工业园区的整体规划设计,把循环高效、环境保护的理念贯穿到其中,首先为该项目设计了循环经济的整体框架,包括建立多重循环经济产业链,每个产业链都形成物流、能流的循环关系,然后论述实现循环经济的具体方法,其中,“减量化”原则指导节能减排措施,“再利用”原则指导能量和工业水资源的循环利用,“资源化”原则指导废弃物综合利用,“再修复”原则指导土地复垦和生态修复,保护环境,“再思考”原则指导理性化的生产和消费思想,摒弃对自然资源的掠夺式开采,倡导社会发展与自然环境的和谐共处。从中可以看出,该大型工业园区的规划设计符合新循环经济理论,是新循环经济理论在该工业园区的实际应用,从而得出该综合项目发展大型工业园区循环经济的可行性结论,本论文研究的目的是为该项目的发展探索一条科技含量高、经济效益好、资源消耗低、环境污染少的新型工业化道路,促进企业的可持续发展。
[Abstract]:The traditional coal industry has serious problems of high mining, high emission, low utilization, serious waste of coal resources and great damage to the natural environment. It is necessary to maintain the sustainable development of the coal industry and improve its comprehensive competitive power. It is necessary to make comprehensive use of resources and develop circular economy in all industrial links related to coal. This paper takes the project of coal electrification in Luneng Baoqing as the research object. This project is composed of three sub-projects: coal mine, power plant and chemical plant, coal mine to produce lignite, because the coal quality is poor, it is not suitable for long-distance transportation, because of the poor quality of coal, the construction method of the industrial chain of circular economy is guided by the "5R" theory of the new circular economy. Only for supplying raw coal for production to power plants and chemical plants. The three projects depend on each other to form a large coal-electric industrial park. This paper combines the theory of the new circular economy with the actual situation of the project, and analyzes the present situation and characteristics of the comprehensive project from the perspective of the new circular economy. The necessity and feasibility of developing circular economy of the project are demonstrated, the characteristics and advantages of the development of circular economy are fully displayed, and the overall planning and design of Yu Baoqing coal-electric industrial park is applied to the theory of new circular economy. The concept of circular efficiency and environmental protection is introduced into it. First of all, the overall framework of circular economy is designed for the project, including the establishment of multiple circular economic industrial chains, each of which forms a circulation relationship of logistics and energy flow. Then discuss the concrete method of realizing circular economy, Among them, the principle of "reduction" guides the measures of energy saving and emission reduction, the principle of "reuse" guides the recycling of energy and industrial water resources, the principle of "recycling" guides the comprehensive utilization of wastes, and the principle of "rerepair" guides land reclamation and ecological restoration. Protecting the environment, "rethinking" principles that guide rational production and consumption, abandon predatory exploitation of natural resources, and advocate harmonious coexistence between social development and the natural environment. The planning and design of the large industrial park accords with the new circular economy theory, and it is the practical application of the new circular economy theory in the industrial park. The conclusion is drawn that the comprehensive project can develop the circular economy of the large industrial park. The purpose of this paper is to explore a new industrialization road with high scientific and technological content, good economic benefit, low resource consumption and less environmental pollution for the development of the project, and to promote the sustainable development of enterprises.
