改革视角下的现代粮食流通体系创新

【摘要】：中国粮食环境和市场不断发生变化,探索如何适应、引领新常态,在改革视角下创新具有中国特点的粮食流通新体系势在必行,建立和健全中国粮食流通体系应从以下几个方面入手:强化创新驱动战略,建立和加强"双创"体系;坚定市场化改革取向,健全和完善粮食市场体系;更大力度运用市场机制,完善科学的粮食价格体系;确保"舌尖安全",建立健全粮食质量安全体系;完善粮食储备结构,提升现代粮食储备体系;加强现代物流建设,健全粮食物流系统;积极推进融合化发展,提升粮食工业体系;健全法律法规,加强粮食安全保障体系。
[Abstract]:China's grain environment and market are constantly changing, so it is imperative to explore how to adapt and lead the new normal, and to innovate the new grain circulation system with Chinese characteristics under the perspective of reform.To establish and perfect China's grain circulation system, we should start from the following aspects: strengthening innovation drive strategy, establishing and strengthening "double innovation" system, strengthening market-oriented reform orientation, perfecting and perfecting grain market system;To make greater use of market mechanism to perfect the scientific grain price system; to ensure "tongue tip safety", to establish and improve grain quality safety system; to perfect grain reserve structure, to upgrade modern grain reserve system; to strengthen modern logistics construction;We will improve the grain logistics system; actively promote the development of integration and upgrade the grain industrial system; improve laws and regulations; and strengthen the grain security system.
