即墨XX铁路物流中心项目可行性研究

【摘要】:2013年3月,铁道部撤销,铁路总公司成立,标志着国家对铁路政企分开和公司化改革迈出标志性步伐。同期,煤炭、矿石、钢铁等大宗物资需求下滑,导致铁路运输份额逐年大幅下降。为提升铁路运量和在运输市场中的竞争力,铁路一方面实行了货运体制改革,开展了加大市场营销力度,提升软服务质量;另一方面,在硬件设施方面也不断加大投入力度,在加快高铁建设进程的基础上,在全国范围内规划建设物流基地共208个。即墨市是青烟威经济发展轴的重要节点,是青岛半小时经济圈、胶东半岛一小时经济圈的核心地带。为此,铁路总公司将即墨市纳入全国铁路物流中心建设规划,具有重要的战略意义。在项目施工建设以前,需要对项目进行综合分析论证,确定项目可行性。本文重点采取工程技术学、经济学、项目管理学等理论知识与可行性研究的方法和思路,对即墨XX铁路物流中心项目的可行性进行了深入细致的分析和论证。对项目基本情况、所面临的外部市场状况、现实及潜在的运量情况进行了分析论证,对建设方案、外部配套工程、开发方案,以及项目内部的交通规划、物流运输组织体系规划、项目设施设备配备、施工组织方案等情况也进行了详细论述。在此基础上,进一步对项目的投资规模、资金筹措、经济效益评价等方面,进行了系统地分析、论证和评估。同时,为保障项目的顺利建设和实现预期的运营效果,对项目在建设期,以及后期运营管理期提出了相关意见和建议。基于上述对项目系统性的分析论证,本文认为,该项目的建设,不仅是铁路总公司完善我国物流节点规划、充分发挥项目所在地交通枢纽战略作用的重要措施,也是改善提升项目所在区域物流发展水平、优化产业结构、促进当地经济发展的有力促进。为此,本项目的实施是十分必要的,也是充分可行的。
[Abstract]:In March 2013, the Ministry of Railways was abolished and the Railways Corporation was established, marking the country's landmark step towards the separation of government from enterprise and corporatization of railways.In the same period, coal, ore, steel and other major material demand declined, resulting in a sharp decline in the share of rail transport.On the basis of speeding up the construction of high-speed railway, 208 logistics bases are planned and built nationwide.Jimo City is an important node of Qingyan Wei economic development axis, is the Qingdao half-hour economic circle, Jiaodong Peninsula one-hour economic circle core zone.Therefore, it is of great strategic significance for Railway Corporation to bring Jimo into the national railway logistics center construction plan.Before the construction of the project, it is necessary to conduct comprehensive analysis and demonstration to determine the feasibility of the project.This paper focuses on the theoretical knowledge of engineering technology, economics, project management and other theoretical knowledge and feasibility research methods and ideas, and analyzes and demonstrates the feasibility of Jimo XX Railway Logistics Center project in detail.The basic situation of the project, the external market situation, the actual and potential transportation volume are analyzed and demonstrated, and the construction plan, the external supporting project, the development scheme, and the internal transportation planning of the project are analyzed and demonstrated.Logistics and transportation organization system planning, project facilities and equipment, construction organization plan are also discussed in detail.On this basis, the investment scale, fund raising and economic benefit evaluation of the project are analyzed, demonstrated and evaluated systematically.At the same time, in order to guarantee the smooth construction of the project and realize the expected operation effect, the paper puts forward the relevant opinions and suggestions to the project during the construction period and the later period of operation and management.Based on the above systematic analysis and argumentation of the project, this paper holds that the construction of the project is not only an important measure for the railway head office to perfect the planning of logistics nodes in our country and give full play to the strategic role of the transportation hub in the project location.It also improves the level of regional logistics development, optimizes the industrial structure, and promotes the local economic development.Therefore, the implementation of this project is very necessary, but also fully feasible.
