HT石化油品储运系统管理研究

【摘要】:HT石化公司隶属于中国石油天然气股份有限公司,是内蒙古自治区境内唯一的炼油企业。加工的原油来至于长庆油田、二连油田和蒙古国;产品主要满足内蒙古中部、河北北部、山西北部市场需要。近年来由于炼油能力“大跃进”提高,成品油市场增长相对缓慢,使得原油量不足与成品油量过剩成为炼油企业的突出问题。HT石化公司500万吨/年改造项目自2012年10月投产以来,受原油库存偏低、成品油库存高的制约,装置加工量一直处于80%以下的低负荷运行状态。HT石化公司油品储运系统承担着原油入厂、成品油出厂、油品调合、油品储存运输、装置原料供给等任务。因此依据物流、储运相关理论,如何对油品储运系统管理过程中的各环节进行合理有效的控制,是HT石化公司解决装置低负荷运行的重要任务之一。本文就HT石化公司油品储运系统管理过程中存在的问题展开针对性研究。在介绍HT石化公司油品储运系统现行管理模式的基础上,重点阐述了原油入厂、成品油出厂、油品调合、火车运输等环节中存在的问题及其带来的不利影响,从而得出存在问题的主要原因:实际管理与管理模式不符,组织、协调不力,奖罚机制不健全,设施运行能力相对不足等等。最后,针对上述问题,提出了系统管理改善策略:加强管理,充分发挥现有设施使用价值;逐步形成真正系统管理营运模式,培养主动、合理、均衡理念:完善管理制度,健全激励机制:根据市场变化,充分发挥油品质量优势;做好技措技改完善工作。提高油品储运系统管理水平,对于炼油企业的生存和发展意义重大。但是,运用旧的管理形式来管理新形势下的油品储运系统已显得过时,必须有新的理念和理论知识来指导炼油企业的油品储运系统管理。这些管理方法运用到炼化企业油品储运系统管理中是行之有效的。
[Abstract]:HT Petrochemical Company belongs to China National Petroleum Co., Ltd. is the only refining enterprise in Inner Mongolia Autonomous region.The processed crude oil comes from Changqing Oilfield, Erlian Oilfield and Mongolia; the products mainly meet the market needs of central Inner Mongolia, northern Hebei, and northern Shanxi.In recent years, due to the "Great Leap forward" in refining capacity, the growth of the refined oil market has been relatively slow.The shortage of crude oil and the overcapacity of refined oil have become a prominent problem in oil refining enterprises. Since the project of 5 million tons / year of HT Petrochemical Company was put into operation in October 2012, it has been restricted by the low crude oil stock and the high stock of refined oil.The oil product storage and transportation system of HT Petrochemical Company is responsible for the tasks of entering crude oil, exporting oil, blending oil, storing and transporting oil products, and supplying raw materials.Therefore, according to the theory of logistics, storage and transportation, how to control each link of oil storage and transportation system reasonably and effectively is the important Ren Wuzhi of HT Petrochemical Company to solve the low load operation of the plant.This paper focuses on the problems existing in the management of oil storage and transportation system in HT Petrochemical Company.On the basis of introducing the current management mode of oil product storage and transportation system in HT Petrochemical Company, the problems existing in the entry of crude oil, the exportation of refined oil, the blending of oil products, and the train transportation, etc., and their adverse effects are described.The main reasons for the problems are that the actual management is not in accordance with the management mode, the organization and coordination is not good, the reward and punishment mechanism is not perfect, the facility operation ability is relatively insufficient, and so on.Finally, aiming at the above problems, the paper puts forward the improvement strategies of system management: strengthening management, giving full play to the use value of existing facilities, gradually forming the real system management operation mode, cultivating the active, reasonable and balanced idea: perfecting the management system,Sound incentive mechanism: according to market changes, give full play to the advantages of oil quality; do technical measures to improve technical reform.Improving the management level of oil product storage and transportation system is of great significance to the survival and development of oil refining enterprises.However, it is out of date to use the old management form to manage the oil product storage and transportation system under the new situation, so it is necessary to have new ideas and theoretical knowledge to guide the oil product storage and transportation system management in oil refining enterprises.The application of these management methods to the management of oil storage and transportation system in refinery is effective.
