河北省第三产业中主导产业选择研究

【摘要】：主导产业合理优先发展,可以带动整个区域其他产业的发展,促进产业结构优化升级,实现经济稳定持续发展。当前,我国以及各个地区都十分重视第三产业的发展,因此在第三产业中选择主导产业是十分必要的。就河北省而言,仍以传统第三产业为主,没有重点发展的第三产业,整个地区第三产业的发展水平也低于全国平均水平,而且关于河北省第三产业主导产业选择的研究大部分还停留在定性研究阶段。因此,对于河北省第三产业主导产业的选择就显得十分重要,主导产业部门又好又快地发展可以促进产业结构优化升级,加快第三产业的拓展与发展速度,实现可持续发展,增强区域经济竞争优势。本文在选择河北省第三产业主导产业时与前人有所不同。主要以河北省2006～2014年第三产业的相关数据为依据,在前人定性分析的基础上又加入定量分析,主要是基于多个基准,包括定性基准与定量基准两类,利用SWOT分析和因子分析法选择河北省第三产业主导产业并根据实证分析结果进行了对策研究。首先,从河北省第三产业的总体概况、规模水平以及内部结构上进行了现状分析,得到河北省在批发和零售业以及交通运输、仓储和邮政业上的发展较好,现代服务业发展相对滞后,而且整个第三产业发展速度不及全国平均水平。其次,基于6个定性基准,通过SWOT分析,得到一些主导产业部门,这样选定的结果不可靠并且主导产业部门较多。因此,以此为基础,又考虑了更加合理有效的方法,即基于比较优势基准、经济效益基准、产业发展潜力基准、技术进步基准和产业关联基准5个定量基准构建定量指标体系,通过因子分析法,得到河北省第三产业主导产业有：金融业;信息传输、计算机服务和软件业;科学研究、技术服务和地质勘查业；交通运输、仓储和邮政业；批发和零售业：租赁与商务服务业。最后,根据选定结果,对河北省第三产业主导产业的发展以及河北省整个地区的发展环境提出相关建议与对策有：大力发展金融业,推动河北经济增长：大力发展信息服务业,转变经济增长方式；重视科学研究、科技服务,走可持续发展道路；发展物流信息产业,为经济发展提供基础支撑;.加快传统服务行业升级,优化第三产业内部结构；加速发展商贸服务业,提高企业生产效率；加快城市化进程、为第三产业发展提供更大载体；加强政策支持和引导,优化产业内部结构；健全企业管理制度,提高服务水平；对旧有主导产业进行技术改造,培育新兴主导产业。本文的研究,对于加快河北省第三产业的拓展速度,加速产业结构调整,增强地区经济竞争力,推进京津冀经济一体化以及形成具有河北省特色的第三产业发展有着重要的指导意义。
[Abstract]:The rational preferential development of leading industries can promote the development of other industries in the whole region, promote the optimization and upgrading of industrial structure, and realize the stable and sustainable development of economy. At present, China and all regions attach great importance to the development of the tertiary industry, so it is necessary to choose the leading industry in the tertiary industry. As far as Hebei Province is concerned, the tertiary industry is still dominated by the traditional tertiary industry, and there is no key development of the tertiary industry. The development level of the tertiary industry in the whole region is also lower than the national average. Moreover, the research on the choice of the leading industry of the tertiary industry in Hebei Province is still in the qualitative research stage. Therefore, it is very important for the selection of the leading industry of the tertiary industry in Hebei Province. The good and rapid development of the leading industrial sector can promote the optimization and upgrading of the industrial structure, accelerate the expansion and development of the tertiary industry, and achieve sustainable development. Strengthen the competitive advantage of regional economy. This paper is different from predecessors when choosing the leading industry of tertiary industry in Hebei province. Mainly based on the related data of the tertiary industry in Hebei Province from 2006 to 2014, and on the basis of qualitative analysis of predecessors, quantitative analysis is added, mainly based on a number of benchmarks, including qualitative and quantitative benchmarks. SWOT analysis and factor analysis were used to select the leading industry of tertiary industry in Hebei province and the countermeasures were studied according to the results of empirical analysis. First of all, from the overall situation, scale level and internal structure of the tertiary industry in Hebei Province, the author analyzes the present situation, and obtains that Hebei Province has a better development in wholesale and retail trade, as well as in transportation, storage and postal industry. The development of modern service industry lags behind, and the speed of the development of the whole tertiary industry is not as fast as the national average. Secondly, based on the six qualitative benchmarks and SWOT analysis, some leading industrial sectors are obtained, so the selected results are unreliable and there are more leading industrial sectors. Therefore, on this basis, more reasonable and effective methods are considered, that is, based on five quantitative benchmarks, namely, comparative advantage benchmark, economic benefit benchmark, industry development potential benchmark, technological progress benchmark and industry correlation benchmark, a quantitative index system is constructed. Through factor analysis, the main industries of tertiary industry in Hebei Province are: financial industry, information transmission, computer service and software industry, scientific research, technical service and geological exploration industry, transportation, storage and post industry; Wholesale and retail: leasing and business services. Finally, according to the selected results, the paper puts forward some suggestions and countermeasures to the development of the leading industry of the tertiary industry in Hebei Province and the development environment of the whole region of Hebei Province: vigorously developing the financial industry, promoting the economic growth of Hebei Province, and vigorously developing the information service industry. Change the mode of economic growth; attach importance to scientific research, science and technology services, take the road of sustainable development; develop logistics information industry, provide basic support for economic development. Speed up the upgrading of traditional service industries, optimize the internal structure of the tertiary industry, accelerate the development of commercial and commercial services, improve the production efficiency of enterprises, speed up the process of urbanization and provide a greater carrier for the development of the tertiary industry, strengthen policy support and guidance, Optimize the internal structure of the industry, perfect the enterprise management system, improve the service level, carry on the technical transformation to the old leading industry, cultivate the new leading industry. The research in this paper will speed up the expansion of the tertiary industry in Hebei Province, accelerate the adjustment of the industrial structure, and enhance the regional economic competitiveness. It is of great significance to promote the economic integration of Beijing, Tianjin and Hebei and to form the development of the tertiary industry with the characteristics of Hebei Province.
