缓解包西线新街站运输能力紧张的对策研究

【摘要】:近年来,随着电气化铁路的不断发展,铁路电气化改造工程也越来越多。虽然铁路电气化改造的结构关系较复杂,施工环境多变,但施工安全风险管理工作的实施,有利于精确化决策并降低风险,减小各种相关因素造成的损失。包西铁路为国家Ⅰ级双线电气化铁路正线全长800.9km。设计运输能力为客车25对/日,货运1亿t/年以上。新街站为包西线上的中间站,车站中心里程K162+650。新街站到发线6条(含包西线正线2条,新恩陶线正线2条),有效长1700m。由于地理条件限制,新街站的接轨端数目较少,在新街站接轨建设的线路(合资铁路和专用线)只能由新街站西安端接轨。目前,已接轨线路有新恩陶铁路、察哈素矿井专用线、鑫聚源专用线,申请接轨的线路有札萨克物流园专用线、亚峰物流园专用线,拟接轨的线路有鄂绒集团专用线、汇能公司专用线、博源集团专用线、圣圆公司专用线、乌兰煤炭专用线等,总设计运量接近1亿吨。按照目前呼铁局运输组织方式(5000吨、万吨列车运输),新街站每天到发货物列车约50对,再加上设计的25对客车,新街站每天接发列车达75对。尽管近期新街站部分线段可以满足通行需求,但是随着未来运量的持续不断增加,新街站的咽喉通过能力将严重不足,这将成为严重制约当地经济社会发展的瓶颈,因此有必要提前谋划,统筹安排,解决好新街站的运输能力紧张问题。论文在总结前人研究成果的基础上,针对包西铁路新街站现有客运量、当前及未来衔接的路网、车站站区运输能力以及其在包西线中起到的重要作用等实际情况,从分析新街地区客货运量,新街地区路网建设情况以及新街地区运输能力入手,进一步完善新街站的管理制度,充分利用新街站现有线路设备、新设新街东站、新建专用线路方案和以完善的规划引导铁路集疏运系统有序建设四个方面提出解决新街站运输能力紧张的方案。并采用方案比选的方法对新街站新建专用线和新建新街东站进行了详细的研究,得到较合理的解决方案,并评估了新建新街东站产生的经济效益。通过蒙西地区和大秦线的煤炭生产建设及煤炭集疏角度和国家能源安全战略的需要方面阐述解决新街站运输能力紧张问题的意义;并为周边矿井煤炭以及外来煤炭的开发提供了重要的外运通道,降低了运输成本,增强了企业在煤炭市场的竞争力。
[Abstract]:In recent years, with the continuous development of electrified railway, more and more railway electrification reconstruction projects. Although the structural relationship of railway electrification reform is more complex and the construction environment is changeable, the implementation of construction safety risk management is conducive to accurate decision-making and reduction of risk, and the loss caused by various related factors is reduced. The whole length of Baoxi Railway is 800.9km. The designed transportation capacity is 25 pairs / day of passenger cars and 100 million t / a of freight. New Street Station is the middle station on the Baoxi Line with a central mileage K 162 650. New Street Station to the development line 6 (including the West Line 2, New Entao Line 2), the effective length of 1700m. Due to the limitation of geographical conditions, the number of connecting ends of Xinjie Station is relatively small, and the lines (joint-venture railway and private line) constructed in Xinjie Station can only be connected by the Xi'an end of Xinjie Station. At present, there is a new Entao railway, a special line in Chahasu mine, a special line in Xinjingyuan, and a special line in Zasak Logistics Park, a special line in Yafeng Logistics Park. The lines to be connected are the exclusive line of E'e Rong Group. Huineng company special line, Boyuan group special line, Shengyuan company special line, Wu Lan coal exclusive line, total design capacity is close to 100 million tons. According to the current transport organization of the Hu-tie Railway Bureau (5000 tons, 10,000 tons of trains), the Xinjie Station arrives at about 50 pairs of freight trains a day, plus 25 pairs of passenger cars designed, and the station receives 75 pairs of trains a day. Although some sections of the new street station can meet the traffic demand in the near future, with the continuous increase in traffic volume in the future, the throat passage capacity of the new street station will be seriously inadequate, which will become a bottleneck that seriously restricts the local economic and social development. Therefore, it is necessary to plan ahead, co-ordinate arrangements to solve the transport capacity of the new street station. On the basis of summarizing the previous research results, this paper aims at the actual situation of the existing passenger volume of Xinjie Station of Baoxi Railway, the current and future road network, the transportation capacity of station area and the important role it plays in Baoxi Railway. Based on the analysis of the volume of passenger and cargo transportation in Xinjie area, the construction of network in Xinjie area and the transportation capacity of Xinjie District, the management system of Xinjie Station is further improved, and the existing line equipment of Xinjie Station is fully utilized to set up the New Street East Station. This paper puts forward four plans to solve the shortage of transportation capacity of Xinjie Station from four aspects: new special line plan and perfect plan to guide the orderly construction of railway collecting and distributing system. The new special line of Xinjie Station and the New Xinjie East Station are studied in detail by using the method of scheme comparison, and a more reasonable solution is obtained, and the economic benefit of Xinjie East Station is evaluated. The significance of solving the problem of transportation capacity of Xinjie Station is expounded from the aspects of coal production and construction, coal gathering and thinning in Mengxi area and Daqin Line, and the need of national energy security strategy. It also provides an important transportation channel for the development of coal and foreign coal in the surrounding mines, reduces the transportation cost, and strengthens the competitiveness of enterprises in the coal market.
