重钢新区公路物流运行模式研究

【摘要】:2006年,重庆市委、市政府启动了重庆市“十一五”发展规划“一号工程”中的重钢集团节能减排、环保搬迁改造工程,2007年5月,重钢环保搬迁改造工程在长寿区江南镇奠基,2011年9月,重钢环保搬迁工程建成投产,全面关停了占重庆工业污染物排放总量60%的大渡口老区基地。重钢新区按节能环保和循环经济理念建设,总图布局紧凑合理,开创性地采用了取消全厂厂间铁路物流运输方案。企业物流运输除皮带、辊道外,主要采取了紧凑型快速响应的公路汽车运输物流方案。但从重钢集团新区建设投产以来,始终面临公路物流日常运行不畅、成本高居不下的局面。本文基于上述背景,针对重钢新区公路物流运行中存在的物流运输管理重视程度不够、管理职能界定不清、运力较分散、缺乏公路物流流程科学系统优化、设计不合理、设施设备运行效率不高、物流信息化程度不够等六个方面的主要问题,阐述其由于多头管理、传统思维、本位主义、专项资金投入力度不够、操作人员素质较低等主要原因。文章运用物流管理、运输组织管理、运输经济学等理论基础,查阅国内外相关文献,借鉴并调研同行业公路物流运输组织管理模式及其管理经验,提出了重钢新区公路物流运行必须坚持以“用户需求为导向,明确物流目标,实现物流增值”的运行模式,旨在实现提高组织效率、降低运行成本、有效保障生产、提升企业竞争力。因此提出了需要加强计划管理、优化组织管理、运力资源集中管理、加强运输管理、优化物流流程管理、物流运行的环境硬件管理、强化物流信息化管理等七项物流管理措施及其对策。文章就重钢新区公路物流运行方案实施的效果进行了测算分析。研究结果表明针对重钢新区公路物流运行模式展开了研究,提出的具体实施方案和对策建议对现代企业公路物流运输组织管理具有一定的应用价值。
[Abstract]:In 2006, Chongqing municipal party committee and municipal government launched the energy saving and emission reduction and environmental protection relocation and transformation project of Chongqing heavy steel group in the "11th five-year plan" of Chongqing city. In may, 2007, Chongqing steel co., Ltd laid a foundation for environmental protection relocation and renovation project in Jiangnan town, Changshou district In September 2011, the environmental protection relocation project of Chongqing Iron and Steel Corporation was completed and put into production, and the old Dadukou district, which accounts for 60% of the total industrial pollutant emissions in Chongqing, was shut down. According to the idea of energy saving, environmental protection and circular economy, the new area of Chongqing Iron and Steel Co., Ltd is constructed with compact and reasonable layout, and the plan of canceling the inter-plant railway logistics transportation has been adopted in a groundbreaking way. In addition to belts and rollers, the enterprise logistics transportation mainly adopts compact fast response road automobile transportation logistics scheme. But since the construction and production of the new area of Chongqing Iron and Steel Group, it has always faced the situation that the daily running of highway logistics is not smooth and the cost is high. Based on the above background, this paper aims at the lack of attention to the logistics transportation management, the unclear definition of the management function, the dispersion of transportation capacity, the lack of scientific system optimization of highway logistics process, and the unreasonable design in the operation of highway logistics in Chongqing Iron and Steel Co. The main problems in six aspects, such as inefficient operation of facilities and equipment, insufficient information level of logistics, etc., are discussed in this paper. The main reasons for these problems are explained, such as multi-head management, traditional thinking, localization, insufficient investment of special funds and low quality of operators, etc. Based on the theories of logistics management, transportation organization management and transportation economics, the paper refers to the relevant literature at home and abroad, and studies the management mode and management experience of highway logistics organization in the same industry. This paper puts forward that the operation mode of highway logistics of Chongqing Iron and Steel Company must be guided by customer demand, define logistics goal and realize logistics increment, in order to improve organization efficiency, reduce operation cost and ensure production effectively. Enhance the competitiveness of enterprises. Therefore, it is necessary to strengthen planning management, optimize organization management, centralize management of transportation capacity resources, strengthen transportation management, optimize logistics flow management, and environment hardware management of logistics operation. Strengthen logistics information management and other seven logistics management measures and countermeasures. This paper calculates and analyzes the effect of highway logistics operation scheme in Chongqing Iron and Steel Co. The research results show that the operation mode of highway logistics in the new area of Chongqing Iron and Steel Co., Ltd has been studied, and the concrete implementation scheme and countermeasures and suggestions have certain application value to modern enterprise road logistics transportation organization and management.
