中粮上海果糖项目管理研究

【摘要】：近年来我国开始保障粮食安全及粮油食品安全,中粮集团有限公司,是国务院国资委管理的重点企业之一,对保障粮食安全、粮油食品安全尤为重视,而淀粉糖是我国食品工业的重要原料,是人们日常消费食糖的有益补充。我国玉米资源丰富,玉米的增产为淀粉糖的发展提供了物质基础。而F-55果葡糖浆是淀粉糖中的大类,因此建设此项目对保障我国食糖供应,稳定食糖价格发挥一定作用。中粮上海果糖项目具体承办企业进入中粮体系时间较短,新建果糖项目建设经验相对较少,项目建设过程中的进度把控和建设招投标都需要在较为细致的管理研究,才能够保证项目如期顺利完成必要的建设,因此通过项目进度计划和控制等相关知识和方法的运用,对项目程序和工期、项目招投标方法进行具体的量化安排,对项目顺利建设发挥重要作用。本文将项目管理理论和方法应用于实践,使项目管理者能够获取所需的有效数据,为其决策提供支持,减少了项目进度管理的工作量,提高了工作效率。该项目处于处在沪、杭、甬及舟山群岛经济区域中心。长三角地区作为国内食品工业集中的地区,上海区域市场是消费市场的前沿,人均饮料的消费量位居国内前列,国内外的知名品牌饮料企业抢滩上海区域市场,面对这样的国内果葡糖浆需求的高增长地区,在拥有巨大发展潜力的同时,也面临着诸多竞争与挑战。在项目建设前对果糖行业和区域市场做好充分的分析,结合项目单位自身情况,明确产品市场定位和建设规模,是项目建设后能够顺利确立市场地位的重要保障。该项目由于投资较大、工期较长,在建设过程中存在较多不可预见因素,项目承办单位不可避免地面临着各种各样风险,因此做好风险的识别和防范,方能保证项目建设的顺利进行。本文应用国内外风险管理理论研究成果,提出了对建设项目的风险进行识别、评估、分析的方法以及对风险应对措施。本文对中粮上海果糖项目建设前期的定位及建设过程中存在的进度管理、风险管理进行了较为充分的分析和阐述,提出上述环节中存在问题的关键点,运用项目管理方法分析、项目管理工具推导,从而获得出相应的解决方案,对整体项目顺利完成,发挥重要作用。
[Abstract]:In recent years, China has begun to safeguard food security and grain and oil and food safety. Cofco Group Co., Ltd. is one of the key enterprises managed by the State Administration and Administration Commission of the State Council, which attaches great importance to the security of grain, grain, oil and food. Starch sugar is an important raw material of food industry in China, and it is a useful supplement to people's daily consumption of sugar. China is rich in corn resources. The increase in corn yield provides a material basis for the development of starch sugar. F-55 fructose syrup is a large category of starch sugar, so the construction of this project to ensure the supply of sugar in China. Cofco Shanghai fructose project has a relatively short time to enter the grain system, and the experience of new fructose project construction is relatively small. In the process of project construction, the progress control and construction bidding need to be studied in detail in order to ensure the project to complete the necessary construction on schedule. Therefore through the project schedule planning and control and other related knowledge and methods of the use of the project procedures and duration of the project bidding methods for specific quantitative arrangements. This paper applies the theory and method of project management to practice, so that the project manager can obtain the effective data needed and provide support for its decision-making. The project is located in the economic center of Shanghai, Hangzhou, Ningbo and Zhoushan Islands. Shanghai regional market is the forefront of the consumer market, the per capita consumption of beverages is in the forefront of the domestic, domestic and foreign well-known brands of beverage enterprises to seize the Shanghai regional market. In the face of such a high demand for domestic fructose syrup areas, there is great potential for development, but also facing a lot of competition and challenges. In the project before the construction of the fructose industry and regional markets to do a good deal of analysis. According to the situation of the project unit, it is an important guarantee to establish the market position after the construction of the project by defining the market position and the construction scale of the product. The project has a long construction period due to the large investment. In the process of construction there are many unpredictable factors, project contractors inevitably face a variety of risks, so do a good job of risk identification and prevention. In order to ensure the smooth progress of the project construction, this paper applies the domestic and foreign risk management theory research results, put forward the risk identification and evaluation of the construction project. This paper makes a full analysis and elaboration on the orientation of the early stage of the construction of Cofco Shanghai fructose project and the progress management existing in the construction process, as well as the risk management. The key points of the problems mentioned above are put forward and the project management method is used to analyze and deduce the project management tools so as to obtain the corresponding solutions and play an important role in the successful completion of the whole project.
