烟台市芝罘区政府投资工程项目管理问题研究

【摘要】:自2008年以来,受国际大环境和国内经济政策影响,烟台市芝罘区人民政府坚持把政府投资项目建设作为推动城市发展、社会进步和民生改善的重要动力,投资环境明显改善,投资服务能力进一步提升,为改善市区环境、拓展城市空间起到了积极的推动作用。随着城市现代化的不断推进,芝罘区实施的政府投资项目呈逐年增长趋势,与全区性重大战略关联性更加紧密。作为经济宏观调控工具,在促进经济发展的同时发挥着重要的社会民生保障功能。在推进国家治理体系和治理能力现代化的过程中,2005年“建设服务型政府”、2013年“全面深化改革”、2014年“全面推进依法治国”等相关理念的提出,对于政府投资工程管理领域来说,意味着第三方管理模式成为向“服务型政府”转变的一个有效途径,“依法行政”为市场化购买提供了合法保障。目前按照国家转换政府职能、深化市场改革的新要求,政府投资项目管理改革成为了迫切之需。在市场经济发达的国家和地区,公共工程管理的市场化程度比较高,已经形成比较完善的体系。本文选取香港地区、美国、英国、法国为参考,综合分析这些地区和国家公共工程管理模式特点,从中选择适合我国政府投资项目管理的有益规范,从中借鉴和遵循。2007年烟台市在学习借鉴香港、深圳等地经验做法的基础上,变革传统建设管理模式,在全省成立了首家政府投资工程建设管理办公室。2009年参照市级做法,芝罘区成立政府投资工程建设管理办公室。芝罘区政府投资项目的建设管理一直处在探索阶段,采取不同尝试:对于盈利性公共工程,引入社会资本实行公私合建;对于非营利性公益工程,由政府投资工程建设管理办公室进行集中化建设管理。但实际过程中,仍有许多问题亟待深化改革:在管理方式上,项目决策论证不充分、临时性项目指挥部仍普遍存在,政府行政性管制较多等;在投、融资体制上,投资主体没有真正实现多元化,融资渠道不广泛,融资结构不合理等;在组织实施方面,权、责、利不统一、造价管理和合同管理不规范、专业性整体不高等;在监督约束方面,法制法规及配套政策滞后,监督管理职能交叉,外部监督薄弱等。基于此,本文主要运用公共选择理论、委托——代理理论等公共经济学基本思想作为支撑,采用比较分析法、实证分析法相结合,整合当前烟台市芝罘区政府投资项目在投资、组织、实施三大方面管理现状,针对存在的问题,分析成因,提出健全政府投资项目决策机制、推广政府投资项目管理社会化和健全政府投资项目监督及监管机制三大对策建议。
[Abstract]:Since 2008, affected by the international environment and domestic economic policies, the people's Government of Zhifu District of Yantai City insists on the construction of government investment projects as an important driving force to promote urban development, social progress and livelihood improvement. The investment environment has obviously improved and the investment service ability has been further enhanced, which has played a positive role in improving the urban environment and expanding the urban space. The government investment projects implemented in Zhifu District are increasing year by year, which is more closely related to the whole region's important strategy. It is a tool of macroeconomic regulation and control. In the process of promoting the modernization of national governance system and governance capacity, in 2005, "build a service-oriented government". In 2013 "comprehensive deepening reform", 2014 "comprehensively promote the rule of law" and other related concepts, for the government investment project management field. It means that the third party management mode has become an effective way to change to "service-oriented government", and "administration by law" provides legal guarantee for market-oriented purchase. At present, the government functions are changed according to the state. Deepening the new requirements of market reform, government investment project management reform has become an urgent need. In developed countries and regions of the market economy, the degree of marketization of public works management is relatively high. Hong Kong, the United States, the United Kingdom, France as a reference, comprehensive analysis of these areas and national public works management model characteristics. In 2007, Yantai changed the traditional construction management mode on the basis of learning from Hong Kong and Shenzhen. The first government investment project construction management office was set up in the province. In 2009, reference was made to the municipal practice. Zhifu District set up a government investment project construction management office. Zhifu district government investment project construction management has been in the exploration stage, take different attempts: for for-profit public works. The introduction of social capital to the implementation of public-private construction; For non-profit public welfare projects, centralized construction management is carried out by the government investment project construction management office. However, in the actual process, there are still many problems that need to be deepened: in the way of management. The project decision is not sufficient, the temporary project command still exists generally, and the government has more administrative control. In the investment and financing system, the investment body has not realized the diversification, the financing channel is not extensive, the financing structure is unreasonable and so on; In organizational implementation, the rights, responsibilities, benefits are not unified, cost management and contract management is not standardized, professional as a whole is not high; In the aspect of supervision and restraint, legal regulations and supporting policies lag behind, the functions of supervision and management are overlapping, and the external supervision is weak. Based on this, this paper mainly uses the theory of public choice. Principal-agent theory and other basic ideas of public economics as the support, using comparative analysis, empirical analysis combined with the integration of the current Yantai Zhifu District government investment projects in investment, organization. In view of the existing problems, this paper analyzes the causes of the implementation of three major aspects of management, and puts forward a sound decision-making mechanism for government investment projects. Promoting the socialization of government investment project management and perfecting the supervision and supervision mechanism of government investment project.
