建筑工程项目管理中监理模式优化与实践创新

【摘要】:建筑工程项目管理是建设相关单位根据建筑管理的战略要求,按照现代化建筑项目管理的运行市场规律,通过优化分配生产要素进行动态管理,从而实现工程项目的合同目标;主管部门应加强项目管理、创新管理模式简化工作流程为出发点,改变原有的项目、企业与监督部门之间职责不明、关系模糊、激励不够、过多的不确定性风险因素[1],因此,我们必须尝试探索建立一个符合现代项目管理体系的新模式;本文从我国工程项目管理运行新常态中存在的主要安全、环境、人为风险因素入手,以实际在建工程项目和绿色环保碳排放及管理者之间风险行为作为研究对象,通过博弈论对建筑项目的建设主体风险行为进行分析研究,根据其风险行为结果,运用高级管理学理论和大数据条件下信息化的运用从全新的监管角度设计一个针对性强实践运用好的施工企业、监理单位、业主等多方监管平台,有效降低项目安全事故的发生和提高在建工程质量;结合建筑工程项目施工实际进行案例分析,对各项目监管过程中存在的安全质量、环境、人为等因素进行分析,阐述了实践项目监管模式改革创新的必然性,提出了有关创新的建议。本论文的主要研究结构如下:首先,通过国家建设部质监局和国家环保总局公布的安全事故及环境污染资料及相关文献结合理论分析,得出目前影响和造成质量事故的主要基本因素特征,结合我国传统管理模式存在的风险因素分析了项目监管模式优化与管理实践创新的必然性。其次,依据建筑工程项目管理中管理主体方行为进行博弈分析;从博弈的视角,针对施工方与监理方的博弈行为特征,得出了相应的一些政策建议。最后,通过实践案例分析进行监管模式优化和管理实践流程创新再造。
[Abstract]:Construction project management is the dynamic management of construction project by optimizing the distribution of production elements according to the operational market law of modern construction project management according to the strategic requirements of construction management, so as to achieve the contract objectives of the project. The department in charge should strengthen the project management, innovate the management mode and simplify the work flow as the starting point, change the original project, the responsibility between the enterprise and the supervision department is unclear, the relation is fuzzy, the incentive is not enough, too many uncertain risk factors [1], therefore, We must try to establish a new model which accords with the modern project management system. Taking the actual construction project, green environmental protection carbon emission and risk behavior among managers as the research object, this paper analyzes the main risk behavior of construction project through game theory, and according to the result of risk behavior, Using the theory of advanced management and the application of information under big data's condition, from the perspective of new supervision, we design a well-targeted and well-used construction enterprise, supervision unit, owner and other supervision platforms. To effectively reduce the occurrence of project safety accidents and improve the quality of the project under construction, combined with the actual construction of construction projects to carry out case studies, to analyze the safety quality, environment, human factors and other factors existing in the process of supervision and control of various projects, This paper expounds the inevitability of the reform and innovation of practical project supervision mode, and puts forward some suggestions on innovation. The main research structure of this paper is as follows: first, Through theoretical analysis of safety accidents and environmental pollution data and related documents published by the quality Supervision Bureau of the State Ministry of Construction and the State Environmental Protection Administration, the main basic factors affecting and causing the quality accidents are obtained. Combining with the risk factors of traditional management mode in our country, this paper analyzes the inevitability of the optimization of project supervision mode and the innovation of management practice. Secondly, according to the behavior of the main party of management in construction project management, the author analyzes the game from the perspective of game. According to the characteristics of the game behavior between the construction side and the supervision side, some corresponding policy suggestions are obtained. Finally, the optimization of the supervision mode and the innovation of the management practice process are carried out through the practical case analysis.
