黑龙江省加快公路建设的若干措施研究

【摘要】:公路建设投资巨大,加快建设速度可以尽早发挥效益。论文依托黑龙江省公路建设管理实际,对加快公路建设的若干措施进行研究,为高速公路建设管理提供参考。论文在充分吸收国内外研究成果的基础上,结合黑龙江省公路建设“三年决战”的实际情况,提出了黑龙江省加快公路建设的各种宏观措施;在此基础上,以建鸡高速公路的控制性工程179座桥梁为例,提出桥梁施工的项目管理措施。首先依据施工图设计统计全线桥梁各分部工程数量,继而针对某些桥梁工程实际进度滞后的问题,由指挥部组织总监办、施工单位编制桥梁工程周施工进度计划。明确各施工单位每周必须完成的分部工程数量,由各施工单位向指挥部做出与经济利益相挂钩的书面承诺,落实违约处罚措施。指挥部每周对各施工单位的任务完成情况进行考核,对没有完成计划的单位予以罚款。同时,指挥部依据各施工单位的书面承诺及每周进度计划的检查,对没有完成上周进度计划的施工单位通报批评并处以罚款,有效调动了施工单位的主观能动性,在梁板吊装的施工进度检查中初见成效,为后续的水泥混凝土及沥青混凝土桥面铺装创造了作业面,按期实现了高速公路主线桥梁的全部贯通。论文还针对建鸡项目以初步设计进行招标、工程量变化较大、工程计量支付困难的特殊情况,将招标清单与施工图清单进行核对,对核增金额及时预以计量,从而保证了桥梁施工中对资金的需求。研究及实践表明:加快高速公路建设,采取资金筹措、工程技术、施工分包管理等各种宏观措施是行之有效的;在桥梁工程施工进度管理中,根据总体工期要求倒排工期,制订科学合理的每周桥梁进度计划,并认真贯彻执行计划,对未完成上周进度的施工单位给予处罚或施工重组,取得了显著的成效。
[Abstract]:The investment in highway construction is huge, and speeding up the construction speed can bring benefits into full play as soon as possible. Based on the practice of highway construction management in Heilongjiang Province, this paper studies some measures to speed up highway construction. On the basis of fully absorbing the domestic and foreign research results, combining with the actual situation of "three years' decisive battle" of Heilongjiang Province's highway construction, this paper puts forward various macroscopic measures to speed up the highway construction in Heilongjiang Province. On this basis, taking 179 bridges in the control project of Jiji Expressway as an example, the project management measures of bridge construction are put forward. Then, in view of the problem that the actual progress of some bridge projects is lagging behind, the headquarters shall organize the general supervision office, and the construction units shall draw up the construction schedule of the bridge engineering week. It will be clear to each construction unit the number of partial projects that must be completed by each construction unit each week. Each construction unit shall make a written commitment to the headquarters linked to economic interests to implement the penalty measures for breach of contract. The headquarters shall assess the completion of the tasks of each construction unit every week, and impose a fine on the unit that has not completed the plan. According to the written commitment of each construction unit and the inspection of the weekly progress plan, the headquarters informs and criticizes the construction unit that has not completed the progress plan last week and imposes a fine, thus effectively mobilizing the subjective initiative of the construction unit. Initial results were achieved in the inspection of the construction progress of beam and slab hoisting, which created the working floor for the subsequent paving of cement concrete and asphalt concrete bridge decks. The paper also aims at bidding for the construction of chicken project with preliminary design, the quantity of the project changes greatly, and the engineering measurement is difficult to pay, the bidding list and the construction drawing list are checked. In order to ensure the demand for funds in bridge construction, the research and practice show that: speed up highway construction, adopt financing, engineering technology, Construction subcontract management and other macro measures are effective, in bridge construction schedule management, according to the overall requirements of the reverse schedule, to formulate a scientific and reasonable weekly bridge progress plan, and conscientiously carry out the plan, Punishment or reorganization of construction units that did not complete last week's progress have achieved remarkable results.
