东营市重点项目信息管理系统的设计与实现

【摘要】:东营市紧紧围绕“黄蓝”两大战略规划,推进东营实现两个“率先”,坚持以重点项目带动国家两大战略深入实施。在项目多、投资大、任务紧的情况下,提供一个全面、可视、直观的项目空间分布格局,实现重点项目基础信息建库查询展示、进度管理、项目督办考核、统计分析和运维管理,构建东营市重点建设项目信息管理系统,对重点项目按计划、按预算、高质量建设有很大推动作用。首先,论文分析了重点建设项目背景和所面临的问题,介绍了东营市在信息化发展水平较高的情况下推进重点项目信息管理系统的条件和优势,从部门需求、数据获取、系统架构、数据库设计、应用方向等进行需求分析,为东营市重点项目信息管理系统的建设提供规划设计和开发指南等。其次,论文根据软件工程项目建设要求,按照软件工程全生命周期法,基于UML(统一建模语言),以组件复用技术为系统总体设计思路,从重点项目信息管理系统平台的需求分析、概要详细设计、代码编写、系统测试、试运行等有序开展工作,保证系统适合建设和管理需求。再次,依托东营地理信息公共服务平台,以DELIPH为可视化开发语言,采用windows操作系统、oracle数据库等运行环境,设计开发后台管理、项目文档、进度统计、项目进度、地图浏览等模块,实现对重点项目的优化筛选管理、动态管理、数字化管理和可视化管理。最后,详细介绍了重点项目信息管理信息系统的安装调试,并以东营市重点建设项目为例,展示了东营市年度重点项目信息,实现了对重点项目建设进展情况、项目资金费用使用、项目质量效果等情况实施评估和绩效考核管理,推进项目信息统一管理、项目资源共享,促进项目负责部门间进行项目的管理与共享,为科学决策提供依据和参考。

Direct project spatial distribution pattern, realize the key project foundation information construction database query display, progress management, project supervision and assessment, statistical analysis and operation management, build Dongying key construction project information management system, the construction of Dongying key construction project information management system, the construction of Dongying key construction project information management system, According to the plan and budget, high quality construction plays a very important role in the key projects. First, the paper analyzes the background and problems of the key construction projects. This paper introduces the conditions and advantages of the information management system for key projects in Dongying City under the condition of high level of information development. The requirements are analyzed from the aspects of department requirements, data acquisition, system architecture, database design, application direction, etc. To provide planning, design and development guidelines for the construction of information management system for key projects in Dongying. Secondly, according to the requirements of software engineering projects, according to the whole life cycle method of software engineering, Based on UML (Unified Modeling language), with component reuse technology as the overall design idea of the system, from the key project information management system platform requirements analysis, outline detailed design, code preparation, system testing, trial operation and other orderly work, Thirdly, relying on Dongying geographic information public service platform, taking DELIPH as visual development language, using windows operating system and oracle database to design and develop background management, project document, etc. Progress statistics, project schedule, map browsing and other modules to achieve the optimization of key projects screening management, dynamic management, digital management and visual management. Finally, the installation and debugging of key project information management information system is introduced in detail. Taking the key construction projects of Dongying city as an example, the annual key projects information of Dongying city is displayed, and the progress of key projects construction, the use of project funds, the quality effect of projects and so on are realized, and the performance evaluation and management are realized. To promote the unified management of project information and the sharing of project resources, to promote the project management and sharing among the departments in charge of the project, and to provide the basis and reference for scientific decision-making.
