唐山收费公路建设融资问题及对策研究

【摘要】:随着燃油税费改革以及国务院《关于加强地方政府性债务管理的意见》的实施,地方交通部门依靠养路费和通行费等建立的交通融资平台不复存在。随着唐山市收费公路建设的快速发展,交通部门通过贷款修路产生了大量债务。资金问题不仅成为制约唐山交通运输事业发展最大瓶颈,而且成为了关系唐山交通部门生存、影响唐山市发展大局的关键问题。因此,在新的形势下,研究唐山收费公路建设融资问题及对策,扩展资金筹措新渠道,逐步建立多元化的投融资体系,为唐山收费公路建设健康持续发展提供资金支持具有重要理论意义和现实意义。针对上述问题,本文首先从公路建设融资相关理论着手,通过查阅相关资料,对国内外收费公路建设融资经验进行了总结分析。随后在通过实地调查和资料收集的基础上,概括唐山收费公路建设融资现状,分析了存在的问题:财政投入不足;融资渠道单一,结构不合理,融资难度大,成本高;项目资本金不足,债务风险日益增大;投融资双方思想观念陈旧;PPP项目储备不足,运作体系不完善。进而剖析了唐山收费公路建设融资问题的根源:地方政府对收费公路建设认识不到位,财政收入少;规划设计不合理,项目融资成本过高;预期收益低和投资风险大;信息公开透明不够,社会资本进入意愿下降;对PPP模式认识不到位,经验少,制度不健全。最后针对问题根源,提出相应的对策:积极争取国家和地方财政的更多投入;搭建融资平台,利用资本市场直接融资;转变观念,通过政策和资金支持,提高社会投资参与意愿,拓宽唐山收费公路建设融资渠道;优化前期设计,做好项目储备和入库,运用PPP模式分类推进唐山收费公路建设融资;加强项目管理,降低成本和风险,提高项目收益,保障项目运营;建立健全信用体系等制度框架,筑牢收费公路融资基础,营造收费公路融资良好环境。
[Abstract]:With the implementation of fuel tax reform and the State Council "on the strengthening of local government debt management opinions, traffic and toll road maintenance financing platform established by relying on local transportation departments no longer exist. With the rapid development of Tangshan City highway construction, traffic departments through road loans generated a lot of debt. Financial problems not only become the constraints of Tangshan the biggest bottleneck in the development of transportation, but also a relationship between the Tangshan Department of transportation to survive, key problems affecting the overall development of Tangshan City. Therefore, in the new situation of Tangshan toll road construction financing problems and countermeasures, expand the financing channel, the gradual establishment of a diversified investment and financing system, to provide financial support to have the important theory the significance and practical significance to the sustainable development of Tangshan highway construction. Aiming at the above problems, this paper from the highway construction financing On investment related theory, through access to relevant information, summarize the domestic and foreign financing of highway construction. Then on the basis of experience through field investigation and data collection, summarized the Tangshan toll road construction financing situation, analyzes the existing problems: financial investment shortage; the financing channel is single, unreasonable structure, financing difficulty large, high cost; inadequate capital projects, increasing the risk of debt financing; both sides of outdated ideas; lack of PPP project reserves, operation system is not perfect. Then analyzed the origin of Tangshan toll road construction financing problems: the local government to understand the construction of toll road is not in place, financial income less; project planning and design is not reasonable. The high cost of financing; the expected return is low and high investment risk; information transparency is not enough, social capital will decline; mode of PPP recognition system is not in place, with little experience, not Sound. Finally, the root of the problem, put forward the corresponding countermeasures: invest more actively strive for the national and local finance; set up a financing platform, direct financing through the capital market; change the concept, through policy and financial support, improve the willingness to participate in social investment, broaden the Tangshan toll road construction financing channels; optimization design, project reserves and storage using PPP model, classification promote Tangshan toll road construction financing; strengthening project management, reduce the cost and risk, improve project benefits, ensure project operation; establish the system of perfecting the credit system framework, and build a strong foundation of toll road financing, to create a good environment of toll road financing.
