基建工程安全质量一体化管理信息系统的设计与实现

【摘要】:近年来,随着我国国民经济迅速发展和移动互联网时代的全面到来,人们对电力的需求量日益增加,与我国电网基建工程质量安全管理发展相对缓慢的基本国情相矛盾,迫切需要采用新思路和新技术实现基建工程安全质量一体化的管理模式。随着计算机软件技术的不断发展,信息化技术为解决上述问题提供了技术支持。我国电网基建工程项目建设主要依赖于技术管理人员的积累和经验,对人的依赖性很强,没有科学的管理和有效的传承,尤其是基建工程的质量管理人员不具备相应的专业管理资质和管理经验,管理方面缺乏力度,流于形式,没有将责任制落实到位,是造成我国电网基建工程质量安全管理发展相对缓慢的根本原因。因此,在基建工程项目管理的实际工作中,合理的结合安全质量预案,形成新型的基于预案的质量安全管理模式,将管理工作电子化、流程化和规范化,加强对业主项目部、施工项目部、监理项目部在安全、质量工作方面的管理,伴随着相应的规章制度、考核办法的建立,构建适应坚强智能电网建设要求的大建设体系,提高电网建设安全质量和工艺水平,提升建设管理效率与效益提供保障。本课题在《国家电网公司“十一五”信息发展规划》及国家电网公司“SG186工程”框架的指导下,从公司基建工程质量、安全管理体系化、规范化发展的基本需求入手,结合天津某电力公司的信息化发展需要,将质量、安全一体化预案内容与天津某电力公司基建部已经梳理完成的工程建设标准化节点内容相结合,采用JAVA Web编程、SQL SERVER数据库等技术构建基建工程安全一体化管理信息系统,实现项目进度管理、档案管理、文件管理、参建单位管理和预案管理等主要功能,将电网建设工程安全质量管理形成标准化、信息化、流程化、规范化的工作模式,在提高质量安全管理的效率和实际作用等方面具有重要意义。
[Abstract]:In recent years, with the rapid development of our national economy and comprehensive mobile Internet era, people demand for electric power is increasing, the basic situation and the development of China's power grid construction project quality and safety management is relatively slow in contradiction, there is an urgent need to achieve the integration of construction engineering safety and quality with new ideas and new technology with management. The continuous development of computer software technology, information technology provides technical support to solve the above problems. The construction of China's power grid construction project mainly depends on the technology management and the accumulation of experience, dependence on people is very strong, there is no scientific management and effective transmission, especially in construction project quality management personnel do not have the corresponding the professional management qualification and management experience, management lacks of strength, a mere formality, not in place to implement the responsibility system, is caused by the base in China Power Grid The fundamental reason of construction quality and safety management of relatively slow development. Therefore, in the actual work of construction project management, combined with the safety quality plan reasonable, quality safety management mode based on the new plan, the management of electronic, process and standardization, strengthen the owner's project department, the Ministry of construction project the project supervision department, in safety, quality management work, along with the relevant regulations, the establishment of assessment methods, to construct the construction system of strong smart grid construction requirements, improve the quality and safety of technical level of power grid construction, to provide protection to enhance the construction of management efficiency and benefits.
