大庆油田物资采购效能监察项目管理规范化研究

【摘要】:油田物资采购效能监察作为企业效能监察工作的一个重要方面,从企业管理的角度看,一方面物资采购效能监察是企业监察职能的重要体现,对物资采购业务完善管理、纠错补漏、降低损耗、节约开支、增加效益、完善内控等方面起着积极的作用,避免或减少物资采购工作中失职、渎职等违纪行为,物资采购效能监察是强化监督、堵塞漏洞、改善管理的重要手段和有效途径;另一方面物资采购效能监察项目管理的规范化可提高效能监察工作的效率和质量,更有效的发挥效能监察工作成果的作用,为强化效能监察工作的管理起到抛砖引玉的作用。在上述两种情形下,油田物资采购效能监察项目管理规范化体系和措施研究是一个值得认真研究的课题。本文以大庆油田物资采购效能监察项目管理的规范化作为研究对象,采用了比较分析、实地调查、规范研究、实证分析、定量与定性分析等方法开展研究。主要的研究内容包括四部分:一是介绍国内外油田物资采购效能监察项目规范化管理的研究成果、研究思路以及未来发展趋势;二是阐述油田物资采购效能监察项目规范化管理的基本理论,从规范化管理的概念、原则等角度进行了介绍;三是在介绍油田物资采购效能监察项目的特点和问题的基础上,对油田物资采购效能监察项目管理规范化工作的现状和问题进行深入分析,为油田效能监察规范化管理体系的建立和措施完善提供有力的依据;四是针对油田物资采购效能监察项目规范化管理面临的形势和任务,提出具体应对体系和解决办法,并结合大庆油田实际案例,进一步分析油田物资采购效能监察项目规范化管理措施在实际工作中的具体应用。
[Abstract]:As an important aspect of enterprise efficiency supervision, oil field material procurement efficiency supervision is an important embodiment of enterprise supervision function from the point of view of enterprise management.Error-correcting, reducing wastage, saving expenses, increasing efficiency and perfecting internal control play an active role in avoiding or reducing dereliction of duty and dereliction of duty in the procurement of goods and materials, and strengthening supervision and plugging loopholes in the supervision of material procurement effectiveness.On the other hand, the standardization of project management of material procurement efficiency supervision can improve the efficiency and quality of the efficiency supervision work, and play the role of the results of the efficiency supervision work more effectively.In order to strengthen the effectiveness of the management of supervision play a role.In the above two cases, the research on the standardized management system and measures of oil field material procurement efficiency supervision project is a subject worthy of serious study.This paper takes the standardization of the project management of material procurement efficiency supervision in Daqing Oilfield as the research object, and adopts the methods of comparative analysis, field investigation, normative research, empirical analysis, quantitative and qualitative analysis and so on.The main research contents include four parts: first, introduce the research results, research ideas and future development trend of the standardization management of the oil field material procurement efficiency supervision project at home and abroad;The second is to explain the basic theory of standardized management of oil field material procurement efficiency supervision project, to introduce the concept and principle of standardized management, and the third is to introduce the characteristics and problems of oil field material procurement efficiency supervision project.The present situation and problems of the project management standardization of oil field material procurement efficiency supervision are analyzed in depth to provide a strong basis for the establishment of the standardized management system and the improvement of the measures for oil field efficiency monitoring.Fourth, in view of the situation and tasks faced by the standardized management of the oil field material procurement effectiveness monitoring project, the specific response system and solution are put forward, and combined with the actual case of Daqing Oilfield,This paper further analyzes the concrete application of the standardized management measures of the oil field material purchasing efficiency supervision project in the actual work.
