移动办公系统在环境监测中的软件与技术的探究

【摘要】:随着经济的快速发展,青海省环保厅在信息化发展的背景下,大力开展信息化建设,但目前在移动执法与移动办公方面设方面是空白的,无法适应青海省“十二五”环境保护工作的要求,因此需要建立移动执法系统和移动办公系统,实现机动、灵活、快捷的现场执法目标。移动执法系统是基于全省基础网络,运用空间网格技术、地理编码技术,将移动信息化技术应用到环境监察管理中,建设移动执法系统。通过与我省现有的自动监控系统、应急系统、办公系统等系统有机结合起来,实现信息共享和信息交换,实现对污染源编码库、环境管理事件编码库地快捷访问,实现环境管理全过程监管。通过建设移动现场执法终端应用工作平台,推进环境管理达到主动、精确、快速和统一的目标,真正整合优化环境管理信息资源和各级环保部门数据库,建立覆盖全空间全区域的环境管理体系。本文首先对目前青海省环保厅移动办公系统进行了相应的需求分析并实地进行调研,根据软件开发理论和项目管理理论进行了设计,分析目前移动办公系统在环境监测方面存在的问题,然后以需求为导向,从可行性、非功能和功能等方面进行了分析,在此之上,从概要、详细和数据库等方面对系统进行了设计。在系统实现部分,依次从系统实现环境、数据库的实现和移动办公系统在环境监测方面的实现三方面进行展开,其中移动办公系统的实现大体分为信息查询管理、任务管理、现场执法管理、案件管理、移动GIS管理、辅助应急管理、移动办公管理等功能模块,为了提高程序维护的简便性,本文在对数据库进行访问时,设计了一个Data类,同时提高了重复利用的代码数量,提高了工作效率。本项目所设计的移动办公系统目前已经正式投入使用,建设的系统能够提高工作人员管理效率,提升青海省环境管理能力,提高信息化资源管理能力,增强对机构和人员的管理能力,落实企业在环境保护中的主体责任,为移动执法建设起到一个示范作用。
[Abstract]:With the rapid development of economy, under the background of informatization development, Qinghai Environmental Protection Department has vigorously carried out informatization construction, but at present, it is blank in the aspects of mobile law enforcement and mobile office.Unable to meet the requirements of environmental protection in the 12th Five-Year Plan of Qinghai Province, it is necessary to establish a mobile law enforcement system and a mobile office system to achieve a mobile, flexible and fast field law enforcement goal.Mobile law enforcement system is based on the basic network of the province, using space grid technology, geographical coding technology, the application of mobile information technology to environmental monitoring and management, the construction of mobile law enforcement system.By combining with the existing automatic monitoring system, emergency system, office system and other systems in our province, information sharing and information exchange can be realized, and the source coding database and the environment management event coding database can be accessed quickly.Realize the whole process of environmental management supervision.Through the construction of mobile site law enforcement terminal application platform to promote environmental management to achieve active, accurate, rapid and unified objectives, truly integrate and optimize environmental management information resources and environmental protection department database at all levels,Establish the environmental management system covering the whole space and the whole area.In this paper, the current mobile office system of Qinghai Department of Environmental Protection is analyzed and investigated on the spot. According to the theory of software development and project management, it is designed.This paper analyzes the problems existing in the environmental monitoring of mobile office system, and then analyzes the feasibility, non-function and function of the mobile office system from the aspects of feasibility, non-function and function.The system is designed in detail and database.In the part of system realization, the realization of system environment, the realization of database and the realization of mobile office system in environmental monitoring are carried out in turn. The realization of mobile office system is divided into information query management, task management, etc.Field law enforcement management, case management, mobile GIS management, emergency management, mobile office management and other functional modules, in order to improve the simplicity of program maintenance, this paper designed a Data class when accessing the database.At the same time, the number of reuse code is increased, and the working efficiency is improved.The mobile office system designed by this project has been formally put into use. The system can improve the efficiency of staff management, enhance the ability of environmental management in Qinghai Province, and improve the ability of information resources management.Strengthening the management ability of the institutions and personnel, implementing the main responsibility of enterprises in environmental protection, and playing an exemplary role in the construction of mobile law enforcement.
