山西省县级供电公司智能电表改造项目质量管理研究

【摘要】:智能电表的推广应用是建设坚强智能电网的重要内容,智能电表安装质量及运行可靠性直接关系到广大电力客户的利益和供电企业的社会形象。而质量管理是一项复杂的系统工程,它要求工程中的每个成员都参与其中,因此,管理层对质量的要求高低及对整个工程把关严格与否决定了最终的工程质量。除此之外,质量管理还要求企业以“人”为本,采取科学的方法进行基础管理,构建企业自身的“质量文化”,这对企业自身的发展有着重要的意义。本文以山西省JS县级供电公司智能电表改造项目管理作为研究背景,通过运用项目质量管理相关理论以及统计分析、排列图法等,分析了JS供电公司智能电表改造项目的质量管理现状,综合运用层次分析法和鱼骨图的基本原理构建了适用于一般项目质量管理的加权鱼骨图模型,并运用该模型对项目进行分析,揭示了诸如工艺流程未标准化、技术培训不到位、质量意识薄弱、运维质量监督机制不完善以及材料质量监督机制不完善等质量问题的根本原因。在调查研究的基础上,从人的因素、材料因素、方法因素、机械设备和环境因素等五大质量控制因素的角度提出了改进的材料质量监督机制、项目责任质量体系和三级质量检查和循环改进制度等方案,对促进JS供电公司项目质量管理水平有借鉴和参考价值。
[Abstract]:The popularization and application of smart meter is an important part of building a strong smart grid. The installation quality and operation reliability of intelligent meter are directly related to the interests of power customers and the social image of power supply enterprises.The quality management is a complex system engineering, which requires every member of the project to participate in it. Therefore, the quality requirement of the management and the strict control of the whole project determine the final project quality.In addition, quality management also requires enterprises to take "people" as the basis, adopt scientific methods to carry out basic management, and construct their own "quality culture", which is of great significance to the development of enterprises themselves.In this paper, based on the research background of intelligent meter reform project management of JS County Power supply Company in Shanxi Province, through the application of project quality management theory and statistical analysis, arrangement diagram method, etc.This paper analyzes the present situation of quality management of intelligent meter reconstruction project in JS Power supply Company, and constructs a weighted fishbone map model suitable for general project quality management by using AHP and the basic principle of fish bone map.Using the model to analyze the project, it is revealed that, for example, the process is not standardized, the technical training is not in place, and the quality awareness is weak.The fundamental causes of the quality problems such as the imperfect quality supervision mechanism of operation and maintenance and the imperfect quality supervision mechanism of materials.On the basis of investigation and research, this paper puts forward the improved material quality supervision mechanism from the point of view of human factor, material factor, method factor, mechanical equipment and environmental factor, etc.The project responsibility quality system, three-level quality inspection and circulation improvement system can be used for reference and reference to promote the quality management level of JS power supply company.
