【摘要】：近年来,随着固定资产投资放缓、房地产业去库存压力巨大、应收账款回收困难、工程项目竞争激烈等因素的影响,建筑企业面临较大的经营困境。建筑施工企业必须在复杂激烈的外部环境下,找准战略定位,做好发展战略部署,通过完善战略管理、优化内部能力、提升运营效率等方式适应建筑行业“新常态”,从而实现基业长青的战略目标。本文研究广西圣工建设有限责任公司的发展战略,采用PEST、VRIO模式和波特五力模型对企业内外部环境进行针对性分析,结合企业自身的资质实力,认为公司应选择增长型SO战略,实现可持续发展。总体战略应为:立足广西重点城市,实现水利和市政两大主营业务精细化发展,实施“县域包围城市”战略,抢占广西县域建筑市场,构建全面高效的“项目管理价值链”,逐步发展成为具有综合建设能力的知名建筑施工企业。一是强化自身优势,稳步提高工程业绩,完善注册建造师以及建筑工程相关专业人才储备,优化财务能力,把每项业务做精做细,做到净资产达标,业务能力过硬,争取未来5年内向水利、市政二级总承包资质迈进;二是未来广西圣工将进一步夯实县域市场份额,在陆川县、藤县、柳江县等实力县城积极开展市场宣传和品牌建设,奠定当地良好口碑,同时注重其它县域地区业务的开发和客户维护,保持与当地政府、专业分包商、劳务分包商的良好合作关系,扩大县域品牌效应;三是将价值链模型运用到工程项目管理过程中,构建包括标书合同管理、采购及成本管理、质量及安全管理、工期管理、人力资源管理在内的全方位价值链,理顺管理层级,为企业在项目运营和管理实际操作中有效识别价值,增强综合建设能力。最后,公司应从强化工程合同管理、优化质量和进度安排、加强新技术运用与创新、构建高素质人才队伍、完善企业施工文化等方面保障发展战略的有效实施。
[Abstract]:In recent years, with the slowdown of investment in fixed assets, the pressure of real estate destocking, the difficulty of collecting accounts receivable, and the fierce competition of engineering projects, construction enterprises are faced with great business difficulties.Under the complicated and intense external environment, the construction enterprises must find the correct strategic orientation, make the development strategy deployment, adapt to the "new normal" of the construction industry by perfecting the strategic management, optimizing the internal ability, improving the operation efficiency and so on.In order to achieve the strategic objectives of the foundation industry evergreen.This paper studies the development strategy of Guangxi Shenggong Construction Co., Ltd., analyzes the internal and external environment of the enterprise by using PEST-VRIO model and Porter's five-force model, and considers that the company should choose the growth so strategy in combination with the enterprise's own qualification strength.Achieving sustainable development.The overall strategy should be: base on key cities in Guangxi, realize the fine development of water conservancy and municipal business, implement the strategy of "encircling the cities by county territory", seize the construction market of Guangxi counties, and construct a comprehensive and efficient "project management value chain".Gradually develop into a comprehensive construction capacity of well-known construction enterprises.First, it is necessary to strengthen its own advantages, steadily improve its project performance, perfect the reserve of registered architects and related professionals in construction projects, optimize its financial ability, and make every business fine, so that its net assets reach the standard and its business capabilities are excellent.In the next five years, we will strive for the qualification of water conservancy and municipal secondary general contracting; second, in the future, the sacred workers of Guangxi will further consolidate their market share at the county level, and actively carry out market propaganda and brand building in Luchuan, Fujian and Liujiang counties, and other powerful counties, such as Luchuan County, Fujian County, and Liujiang County.Establish good local reputation, at the same time pay attention to other counties business development and customer maintenance, maintain good cooperation with the local government, professional subcontractors, labor subcontractors, expand the county brand effect;The third is to apply the value chain model to the process of engineering project management, and to construct a comprehensive value chain including contract management, procurement and cost management, quality and safety management, time limit management, human resource management, and straighten out the management levels, which include bid contract management, procurement and cost management, quality and safety management, time limit management and human resources management.It can effectively identify the value in the actual operation of project operation and management, and strengthen the comprehensive construction ability.Finally, the company should strengthen the project contract management, optimize the quality and schedule arrangement, strengthen the application and innovation of new technology, build a contingent of high-quality talents, and perfect the construction culture of the enterprise to ensure the effective implementation of the development strategy.
