基于CMMI内蒙古银行信息科技项目管理规范改进研究

【摘要】：内蒙古银行目前拥有各类信息系统48套,而负责这些信息系统的开发、运维等管理工作以及基础设施管理、网络管理、信息安全管理等其他重要管理工作的全行科技人员仅有72人,这样的人员系统配比对于信息科技项目管理工作来说是艰巨的,对项目管理人员来说压力是巨大的。因此借鉴同业成功经验、运用成熟的行业标准来规范内蒙古银行信息科技项目整体流程的管理工作已经迫在眉睫。本文采用CMMI模型在项目管理中的应用作为切入点,分析了内蒙古银行信息科技项目管理工作中存在的问题。通过借鉴同行业使用CMMI模型的成功经验,查找并分析自身项目管理现状与CMMI模型中有关项目管理标准之间、与同行业规范化、流程化的项目管理工作之间的差距,力图摸索出一套能解决内蒙古银行目前信息科技项目管理各方面问题的方法,为内蒙古银行今后信息科技工作的发展提供一些参考。论文首先对软件能力成熟度集成模型(CMMI)的概念、演化历程与基本结构进行了描述,其次将收集到的CMMI在国内外银行的应用案例进行了介绍,再次对内蒙古银行信息科技项目管理组织模式与管理流程进行了介绍,针对内蒙古银行项目管理的现状,引入CMMI相关过程域的规范做法,设计适合内蒙古银行项目管理规范改进方案,并以网上银行项目为范本,推演该方案在项目管理工作中的应用。这对于内蒙古银行将来开展信息科技项目建设时具有现实的指导意义。
[Abstract]:At present, the Bank of Inner Mongolia has 48 sets of information systems. It is responsible for the development, operation and maintenance of these information systems, as well as infrastructure management and network management. There are only 72 scientific and technical personnel in other important management work such as information security management. This kind of personnel system matching is difficult for information technology project management and great pressure for project management staff. Therefore, it is urgent to use mature industry standards to standardize the management of the whole process of information technology project of Inner Mongolia Bank. In this paper, the application of CMMI model in project management is used as a starting point to analyze the problems existing in the information technology project management of Inner Mongolia Bank. Based on the successful experience of using CMMI model in the same industry, this paper finds out and analyzes the gap between the current situation of project management and the project management standards in the CMMI model, and the standardization and process of project management in the same industry. This paper tries to find out a set of methods which can solve the problems of information technology project management in Inner Mongolia Bank, and provides some references for the development of information technology work in Inner Mongolia Bank in the future. Firstly, this paper describes the concept, evolution course and basic structure of CMMI, and then introduces the application cases of CMMI in domestic and foreign banks. Thirdly, the paper introduces the organization mode and management process of information technology project management in Inner Mongolia Bank. According to the present situation of project management in Inner Mongolia Bank, it introduces the standard practice of CMMI related process area. The design is suitable for the project management standard improvement scheme of Inner Mongolia Bank, and the application of this scheme in project management is deduced by taking the online banking project as a model. It is of practical significance for Inner Mongolia Bank to carry out information technology project construction in the future.
