北京铁路局职工培训项目管理研究

【摘要】:国家要发展,交通运输必须先行。而对于目前职工素质普遍低的铁路行业来说,人力资源这一要素是其跨跃式发展目标实现的重要要素。因此要建设一支具备高素质的铁路职工队伍,而这就需要对职工展开培训工作。但是铁路培训行业存在一些问题,如观念落后、形式化严重、缺少针对性及时效性,这些问题既不利于培训工作的展开,也不利于提高职工培训的积极性。为此,如何有效地开展职工培训工作成为了铁路企业职工培训面临的难题。通过将项目管理理论方法运用到职工培训项目的管理中来,不仅可以使该理论得到发展和深化,还可以促进交通运输行业职工培训项目管理的进一步发展。本文在分析北京铁路局职工培训实际情况的基础上,并依据项目管理的理论知识,从把项目管理知识运用到职工培训中去来研究北京铁路局职工培训项目管理。在系统分析研究的基础上,以北京铁路局高铁乘务人员培训项目为例详细地阐述了项目管理的五大过程中的每一个过程,这五大过程包括培训项目的启动、计划、实施、控制及评估。本文通过运用项目管理的相关知识来研究职工培训管理,有助于铁路企业对培训资源进行有效配置,使培训管理水平得到提高,使培训更具有实效性与针对性,进而给铁路企业的持续发展提供较好的人力资源保证。
[Abstract]:In order for a country to develop, transportation must take precedence. For the railway industry, where the quality of the workers is generally low, the human resource is an important factor to realize its leap development goal. Therefore, to build a high-quality railway staff, and this requires the staff training work. However, there are some problems in railway training industry, such as backward concept, serious formalization, lack of pertinence and timeliness. These problems are not conducive to the development of training work and to improve the enthusiasm of staff training. Therefore, how to effectively carry out staff training has become a difficult problem in railway enterprises. By applying the theory of project management to the management of staff training project, the theory can not only be developed and deepened, but also can promote the further development of training project management for staff and workers in transportation industry. Based on the analysis of the actual situation of staff training in Beijing Railway Administration, and according to the theoretical knowledge of project management, this paper studies the project management of staff training in Beijing Railway Administration from the application of project management knowledge to staff training. On the basis of systematic analysis and research, taking the training project of high-speed train crew of Beijing Railway Administration as an example, this paper expounds in detail each of the five major processes of project management, including the initiation, planning and implementation of the training project. Control and evaluation. By using the relevant knowledge of project management to study the staff training management, this paper is helpful for railway enterprises to allocate training resources effectively, improve the training management level, and make the training more effective and targeted. Furthermore, it provides better human resources guarantee for the sustainable development of railway enterprises.
