大唐长春第三热电厂脱硫项目进度计划控制研究

【摘要】:对于电厂脱硫项目进度计划控制的研究已在全球范围内展开,根据相关专业组织和机构的统计分析,当前由于各种工厂的生产,每年大约有两亿吨的废气被排放到大气中,这些废气主要是二氧化硫,他们大多是含硫燃烧物燃烧后产生的,由于这些废气的排放,大气环境受到严重危害。节能环保成为了国家近段时间一大课题。 我国发电企业大部分还是以使用燃煤为主要发电形式,煤炭直接燃烧会排放出大量二氧化硫。由于这种产电方式给环境造成了很大的污染,我国发电企业急需转型换代,提升技术,减少碳、硫等污染物的排放并推行清洁电力的发展模式。“十二五”国家战略性新兴产业发展规划中明确指出了七大战略性新兴产业的重点发展方向和主要任务,因此我国各燃煤火力发电厂加装脱硫装置刻不容缓。 电厂的烟气脱硫装置设备在国外已经得到了广泛应用,这些工程的控制方式和自动化水平都已经发展的比较成熟,国外的燃煤火力发电企业已普遍装有脱硫装置。大唐长春第三热电厂一期2×350MW火电机组于2008正式建成发电,一期2台机组均未装配脱硫系统。本文以项目管理的各种理论为基础,结合脱硫项目工程建设的各种特点,针对大唐长春第三热电厂脱硫项目进度与质量控制,存在的设计、选址、施工、改造困难的问题。来讨论和分析如何解决此类问题。将工期、质量、投资等重点因素利益最大化。 本文以大唐长春第三热电厂脱硫项目为主要运作主体,并结合当今项目管理的最新研究理论,通过对项目管理的可控因素的分析和研究,从电厂脱硫项目的进度计划与控制等方面来探讨如何减少工期,最后指出在该项目实施过程中应该注意的问题,结合现代项目管理的相关理论提出若干建议。本论文共分四个部分:第一部分了对论文的课题背景和研究意义进行阐述;第二部分主要介绍了项目进度计划以及如何控制计划,重点分析了我国项目管理中主要使用的方法及大唐长春第三热电厂脱硫扩建项目进度与质量控制中存在问题的成因;第三部分对大唐长春第三热电厂脱硫改扩建项目进度计划方案进行优化研究;第四部分详细分析了如何通过现代项目进度与质量控制管理方法、理论对大唐长春第三热电厂脱硫项目进度计划控制方案提供保障措施。
[Abstract]:The research on the schedule control of desulfurization projects in power plants has been carried out worldwide. According to the statistics and analysis of relevant professional organizations and institutions, at present, due to the production of various factories, about 200 million tons of exhaust gas is emitted into the atmosphere every year. These exhaust gases are mainly sulfur dioxide, most of which are produced by combustion of sulfur containing combusties.As a result of these emissions, the atmospheric environment is seriously damaged. Energy conservation and environmental protection has become a major issue in the recent period of time in our country. Most power generation enterprises in China use coal as the main form of power generation, coal combustion will emit a lot of sulfur dioxide. Due to the great pollution caused by this power generation mode, the generation enterprises in our country urgently need to transform and replace, upgrade technology, reduce the emission of carbon, sulfur and other pollutants, and promote the development mode of clean electricity. The development plan of the national strategic emerging industries in the 12th Five-Year Plan clearly points out the key development direction and main tasks of the seven major strategic emerging industries, so it is urgent to install desulfurization units in the coal-fired power plants in China. The flue gas desulfurization equipment of power plant has been widely used abroad, the control mode and automation level of these projects have developed relatively mature, the foreign coal-fired power generation enterprise has generally installed the desulfurization device. The 2 脳 350MW thermal power unit of Datang Changchun No.3 Thermal Power Plant was formally built in 2008 and no desulfurization system was installed in the first phase. Based on various theories of project management and various characteristics of desulphurization project construction, this paper aims at the difficult problems of schedule and quality control, design, location, construction and transformation of desulphurization project in Datang Changchun third Thermal Power Plant. To discuss and analyze how to solve such problems. Maximize the benefits of time limit, quality, investment and other key factors. Taking the Desulfurization Project of Datang Changchun third Thermal Power Plant as the main operation subject and combining the latest research theory of project management, this paper analyzes and studies the controllable factors of project management. From the aspects of schedule and control of desulfurization project in power plant, this paper discusses how to reduce the duration of the project, points out the problems that should be paid attention to in the course of implementation of the project, and puts forward some suggestions combined with the relevant theories of modern project management. This paper is divided into four parts: the first part describes the background and significance of the research, the second part mainly introduces the project schedule and how to control the plan. The main methods used in project management in our country and the causes of the problems in desulfurization and quality control of the third thermal power plant in Datang Changchun are analyzed. In the third part, the author optimizes the schedule plan of desulfurization reconstruction and extension project in Datang Changchun third Thermal Power Plant, and analyzes in detail how to adopt the modern project schedule and quality control management method. The theory provides the safeguard measures for the schedule control scheme of the desulfurization project in Datang Changchun third Thermal Power Plant.
