【摘要】:随着项目管理模式在我国的广泛兴起,项目经理成为项目型企业中最主要人力资本之一,特别是基于以技术为核心,提供工程、运营服务的高新技术企业,在以较高技术含量的技术实施项目为主要载体的生产模式下,项目经理是处于最前沿,具备主观能动性的最直接的成本控制者和利润实现者。如何管理好项目经理,充分发挥项目经理的工作积极性,提高企业人力资本利用率,是该类企业面临的一个关键问题。因此,设计一套适合企业项目管理人员实际工作特征的绩效管理体系,对工程、技术服务类企业的效益实现至关重要。本文从组织视角,以特定人群即项目经理为研究对象,以项目经理的绩效管理为研究范畴,采用理论和实证分析相结合的方法,分析并论证了DT公司项目经理绩效管理存在的问题及原因,结合DT公司行业背景和产业特征,设计绩效管理改进方案,以体系重构的思路展开研究,在绩效管理组织、目的、原则、指标设计、结果反馈与改进等方面进行了设计,并在绩效考核环节引入了非经济指标和不可控因素的考评方法,在经济类考核指标中设置了对标基准值。通过实践进一步证实,对比分析效果,得出结论,以期为同类企业进行项目经理考核提供借鉴。
[Abstract]:With the widespread rise of project management mode in China, project manager has become one of the most important human capital in project-based enterprises, especially high-tech enterprises which provide engineering and operation services based on technology. The project manager is the most direct cost controller and the profit implementer with subjective initiative in the production mode in which the technology implementation project with high technology content is the main carrier. How to manage the project manager well, give full play to the enthusiasm of the project manager and improve the utilization rate of human capital is a key problem faced by this kind of enterprise. Therefore, it is very important to design a set of performance management system suitable to the actual working characteristics of project managers for the benefit realization of engineering and technical service enterprises. From the perspective of organization, this paper takes the specific group as the research object, the performance management of the project manager as the research category, and adopts the method of combining theory and empirical analysis. This paper analyzes and demonstrates the existing problems and reasons of project manager performance management in DT Company, designs the improvement scheme of performance management according to the background and industry characteristics of DT Company, and carries out the research with the train of thought of system reconstruction, in order to organize and aim at performance management. The principle, index design, result feedback and improvement are designed, and the non-economic index and uncontrollable factors are introduced in the performance appraisal, and the benchmark value is set in the economic evaluation index. It is further proved by practice that the results of comparison and analysis can be used for reference in the examination of project managers in the same kind of enterprises.
