工程总承包需要良好的服务环境作支撑

【摘要】：建设部印发实施的《关于培育发展工程总承包和工程项目管理企业的指导意见》,使《建筑法》关于“提倡对建筑工程实行总承包”的法律思想通过制度建设得以体现。但是,仅有一部建筑法和一部行业指导性“意见”是不够的,要真正把建筑法和“意见”落到实处,还要从硬化和落实工程总承包的服务环境入手,为顺利推进建筑工程总承包搭建人文平台。
