投标企业项目管理实力评价指标及方法研究

【摘要】：以业主委托工程监理单位实施工程项目建造管理体制为背景,研究构建基于大数据时代的互联网项目管理协同平台客观记载投标企业施工项目管理能力的第三方统计要素的量化评价指标体系。指标权重的确定采用避免一致性反复检验的模糊层次分析法,并根据评价期内投标企业施工项目管理实力评价指标数据分为波动小的年度指标和波动大的季度指标,研究指标评价方法。对于反映投标企业施工项目管理实力趋势的评价,波动小的年度指标评价根据指标值是否呈现递增或递减趋势分别采取线性拟合插值法和均值法,波动大的季度指标评价采用马尔科夫预测方法,最后采用模糊综合评价法对企业项目管理实力进行评价,并实例验证了评价方法的可行性。
[Abstract]:Under the background of the owner entrusting the project supervision unit to implement the construction management system of the project, This paper studies the quantitative evaluation index system of the third party statistical elements that objectively record the construction project management ability of the bidding enterprises based on the Internet project management collaborative platform in the big data era. The index weight is determined by the fuzzy analytic hierarchy process (FAHP), which avoids the consistency test repeatedly. According to the evaluation data of the management strength of the construction project in the bidding enterprise during the evaluation period, the index data can be divided into the annual index with small fluctuation and the quarterly index with large fluctuation. Research index evaluation method. For the evaluation reflecting the strength trend of the construction project management of the bidding enterprise, the annual index evaluation with small fluctuation adopts the linear fitting interpolation method and the mean value method according to whether the index value is increasing or decreasing. The method of Markov forecast is used to evaluate the quarterly index with high volatility, and the fuzzy comprehensive evaluation method is used to evaluate the strength of enterprise project management. The feasibility of the evaluation method is verified by an example.
