北京博爱医院信息系统建设研究

【摘要】：随着现代科学技术的迅猛发展，信息管理已经被运用到各大领域中，使人类的生活方式发生了革命性的变化。基于IT技术的医院信息系统也随着计算机工程的发展而快速进步，开始在医院管理、控制和决策中发挥出不可或缺的作用。本课题在充分研究国内外有关医院信息系统研究成果及实践总结的基础上，以北京博爱医院信息化进程中出现的问题和不足为研究的着力点，阐述当前靶向医院信息系统建设情况及现实水平，并分析存在问题原因，进而在探讨解决问题的基础上，相应的提出一套适合北京博爱医院实际情况的医院信息系统，建立健全适合医院工作需求的医院信息系统建设的体系。本文力求通过本课题的研究，为我国医疗信息系统建设发展方向与思路做出自己的贡献。本文基于管理科学、竞争战略理论、企业再造理论、资源基础理论和经典管理学理论，结合查阅相关理论资料等进行理论构建，针对北京博爱医院信息系统实际情况、子系统需求满足情况、各大系统业务流程等方面问题，进行实践分析。论文针对北京博爱医院现有系统功能满足状况、业务增长需求、关键业务流程、电子病历系统构建、组织部门设置等方面，分析了现有系统的问题。具体问题：1.系统功能不健全，特别是以电子病历为核心的信息系统尚不完善；2.由于子系统购入时间不同，现有系统整合能力差，资源共享率低，各个部门不能及时获取有效信息；3.系统提供数据不够完整，，部分仍需传统手工模式，系统安全性低，易崩溃；4.现有系统的设计功能已不能满足医院业务增长的需要。针对这些问题，本文对新系统做出了规划。具体包括如下几个方面：首先我们对信息系统的目标进行了规划，从医院的组织使命、战略规划入手分析，了解及掌握了信息系统规划目标，进而，我们对新系统的功能进行规划，主要以电子病历为规划核心，并在此基础之上对关键流程进行完善或再造。目前的规划方案基本可行，但是由于时间较为紧张，该规划方案有待进一步完善。
[Abstract]:With the rapid development of modern science and technology, information management has been applied to various fields, which has revolutionized the way of human life. With the rapid development of computer engineering, the hospital information system based on IT technology has begun to play an indispensable role in hospital management, control and decision-making. On the basis of fully studying the research results and practice of the hospital information system at home and abroad, this topic focuses on the problems and deficiencies in the process of information technology in Beijing Pok Oi Hospital. This paper expounds the current situation and realistic level of target hospital information system, analyzes the causes of existing problems, and then puts forward a set of hospital information system suitable for the actual situation of Beijing Pok Oi Hospital on the basis of discussing and solving the problems. Establish and perfect the system of building hospital information system suitable for hospital work needs. This paper aims to make its own contribution to the development direction and thinking of medical information system construction in China through the research of this subject. This paper is based on management science, competitive strategy theory, enterprise reengineering theory, resource-based theory and classical management theory. Based on the theoretical construction of consulting relevant theoretical data, this paper analyzes the actual situation of information system in Beijing Boai Hospital, the satisfaction of subsystem requirements, the business process of each system and so on. This paper analyzes the problems of the existing system in the aspects of meeting the current system function, increasing the business demand, the key business process, constructing the electronic medical record system, setting up the organization department and so on. Specific question: 1. The function of the system is not perfect, especially the information system with electronic medical record as the core is not perfect. Due to the different purchasing time of subsystems, the existing system integration ability is poor, the resource sharing rate is low, and each department can not get effective information in time. The system provides incomplete data, some still need traditional manual mode, system security is low, easy to crash. The design function of the existing system can no longer meet the needs of hospital business growth. In view of these problems, this paper makes a plan for the new system. It includes the following aspects: first of all, we plan the objectives of information system, analyze the organization mission and strategic planning of the hospital, understand and master the objectives of the information system planning, and then, We plan the function of the new system, mainly take the electronic medical record as the planning core, and on this basis, perfect or reengineer the key process. The current plan is basically feasible, but due to time constraints, the plan needs to be further improved.
