大广高速公路工程量清单计价改革研究

【摘要】：本论文针对的目标是改革现行工程清单格式和计价规则,使其更为科学和实用,以实现清单费用有效控制的目标;纠正项目管理人员在清单费用确定方面的错误方法和观念,纠正工程费用控制的漏洞和不足,使清单计价和清单费用确定规范化、标准化,实现工程费用精细化管理的目标,改进包括费用管理等项目管理方面的不足,提高投资效益,促进高速公路行业的健康发展。论文按照高速公路建设行业目前倡导的“精细化管理”理念,以大广高速公路衡大段为研究对象,采用定性与定量分析、合同与造价技术结合的研究方法,通过项目调研、收集和分析问题及建模试验验证的方法,分析高速公路施工合同价格的各种因素,对原有工程量清单进行改进,使计量支付规则改革为更加方便、快捷的同时,从制度上堵住重复计量的漏洞,避免合同费用超支情况的发生。本论文研究可对高速公路工程量清单计价管理提供有意义的借鉴和参考。
[Abstract]:The aim of this paper is to reform the current engineering list format and valuation rules so as to make them more scientific and practical in order to achieve the goal of effective control of the list cost, and to correct the wrong methods and ideas of project managers in determining the list cost. To correct the loopholes and deficiencies of project cost control, to standardize and standardize the list pricing and list cost determination, to achieve the goal of fine engineering cost management, to improve the deficiencies in project management, including cost management, and to increase investment efficiency, To promote the healthy development of the expressway industry. According to the idea of "fine management" advocated by the expressway construction industry, this paper takes the large section of Daguang Expressway as the research object, adopts the research method of qualitative and quantitative analysis, the combination of contract and cost technology, and through project investigation. Collecting and analyzing problems and modeling test verification methods, analyzing all kinds of factors of expressway construction contract price, improving the original bill of quantities, making the reform of metering and payment rules more convenient and quick, at the same time, From the system to plug the loopholes in repeated measurement, to avoid the occurrence of contract cost overruns. The research in this paper can be used for reference and reference to the valuation management of highway engineering bill of quantities.
