河南省城镇基础设施建设PPP投资模式研究

【摘要】：随着河南省的经济发展迈入一个新阶段,城镇化进程不断加速,城市人口不断增长,这些重大变化对河南基础设施的建设提出了更高更具体的要求。但是,从河南省政府角度出发,城市公共基础设施建设具有耗时长,投资成本和经营成本都高等特点,公共基础设施的建设仅依赖于政府自身的财政收入是远远不够的。所以在此种情况下,利用PPP(Public-Private-Partnership,公私合营伙伴关系)模式扩张基础设施建设的投资通道,积累更多的社会资本,这些成为了解决资金短缺的有利途径。在城镇化加快的大背景下,公共基础设施在建设过程中积极引进PPP模式,这样不仅可以缓解政府资金不足的压力;而且还可以使大众从中获益,得到更有效的公共服务。在对国内外有关基础设施领域PPP模式建设的文献及相关理论进行系统梳理后,界定了PPP、基础设施投融资等相关概念。本论文对河南省目前城镇基础设施现状进行系统分析,梳理发展过程中存在的问题,并分析了在河南省城镇化过程中基础设施建设选择PPP模式的客观必然性。对河南省城镇基础设施建设PPP投资模式中存在的权责划分不明晰,存在投资风险;市场准入标准不统一,论证机制不完善;投资回报不明朗,退出机制不健全;政策宣传滞缓,缺乏政府保障机制这四方面问题进行了分析。在理论分析和国内外PPP项目管理经验案例分析相结合的基础上,本文对河南省城镇基础设施建设PPP投资模式构建从四个方面提出了合理的实施路径:一是划清权责关系,完善风险分担机制;二是明确市场准入标准,建立项目筛选机制;三是制定合理的回报机,保障社会资本方退出通道;四是全面推广PPP投资模式,落实政策保障。
[Abstract]:With the economic development of Henan Province entering a new stage, the process of urbanization is accelerating and the urban population is increasing. These important changes have put forward higher and more specific requirements for the construction of Henan infrastructure. However, from the point of view of Henan government, the construction of urban public infrastructure has the characteristics of long time consuming, high investment cost and high operating cost, and the construction of public infrastructure is far from enough depending on the government's own financial revenue. In this case, PPP (Public-Private-Partnership) mode is used to expand the investment channel of infrastructure construction and accumulate more social capital, which becomes the beneficial way to solve the shortage of funds. Under the background of accelerating urbanization, PPP model is introduced actively in the process of construction of public infrastructure, which can not only alleviate the pressure of insufficient government funds, but also make the public benefit from it and get more effective public services. After systematically combing the literature and related theories of PPP mode construction in the field of infrastructure at home and abroad, this paper defines the concepts of PPPand infrastructure investment and financing. This paper makes a systematic analysis of the present situation of urban infrastructure in Henan Province, combs the existing problems in the process of development, and analyzes the objective inevitability of choosing PPP mode in the process of urbanization in Henan Province. In the PPP investment mode of urban infrastructure construction in Henan Province, the division of power and responsibility is not clear, there are investment risks, the standard of market access is not uniform, the demonstration mechanism is not perfect, the return on investment is not clear, the exit mechanism is not perfect, and the policy propaganda is slow. Lack of government security mechanism in these four aspects of the analysis. On the basis of theoretical analysis and case analysis of PPP project management experience at home and abroad, this paper puts forward the reasonable implementation path of PPP investment mode of urban infrastructure construction in Henan Province from four aspects: first, clear the relationship between power and responsibility. Improve the risk-sharing mechanism; second, clear market access criteria, establish a project screening mechanism; third, develop a reasonable return machine to ensure social capital exit channel; fourth, comprehensively promote PPP investment model, implement policy protection.
