施工总承包方项目集PMC管理模式研究

【摘要】:我国建筑施工企业随着国家走出去战略,目前在海外实施项目越来越多。常规项目施工中采用的项目实施模式基本上是设计-施工-建造(DBB)或设计-建造(DB)等模式。随着国际工程竞争环境的加剧,单一的项目实施模式已经不能适应项目所属国家市场环境的变化。项目管理承包(PMC)模式作为一种相对较为新颖的项目管理方法,逐渐受到大家的重视。在PMC方式下,业主和项目管理承包方可以共同协调项目管理,发挥彼此之间的优势,为项目管理目标的实现提供支持。本文主要从项目施工总承包方的角度出发,在项目属地化实施的环境下寻找PMC方协助施工总承包方共同管理项目。本文首先从项目管理的基本理论出发,比较分析各种项目实施模式的不同点,通过SWOT分析方法确认PMC项目实施模式在学校群项目集管理中的适用性。为了建立学校群项目PMC管理模型,本文以Prince2和PMBOK的项目管理过程和项目管理组件为基础,分析各类组件在学校群项目中的特点,最终确认适合本项目的项目管理过程和项目管理组件,初步完成施工总承包方项目集PMC管理和实施模型。最后本文以项目实际应用出发,按照得出的模型结果结合项目实际实施情况说明了在学校项目集管理中应该注意的问题和对策。本文的创新点有:1)以施工总承包方的角度去使用PMC管理模式,并依照项目管理理论总结出施工总承包方项目集管理模型;2)在该组织模式之下,通过协调管理信息平台,构建项目管理流程并成功应用于项目管理,为该模式的实施奠定了良好的开端。
[Abstract]:With the national strategy of going out, more and more construction enterprises are implementing projects overseas. Design-construction-construction (DBB) or design-construction (DB) are the basic mode of project implementation in conventional project construction. With the aggravation of the international engineering competition environment, the single project implementation mode can not adapt to the change of the market environment of the country to which the project belongs. As a relatively new project management method, project management contracting (PMC) model has been paid more and more attention. In the PMC mode, the owner and the project management contractor can coordinate the project management, give play to the advantages of each other, and provide support for the realization of the project management objectives. From the point of view of the general contractor of the project, this paper looks for PMC to assist the general contractor to manage the project under the environment of localizing implementation of the project. This paper starts from the basic theory of project management, compares and analyzes the differences of various project implementation modes, and confirms the applicability of PMC project implementation mode in school group project set management by SWOT analysis method. In order to establish the PMC management model of school group project, based on the project management process and project management component of Prince2 and PMBOK, this paper analyzes the characteristics of all kinds of components in school group project. Finally, the project management process and project management components suitable for the project are confirmed, and the PMC management and implementation model of the construction general contractor project set is preliminarily completed. Finally, based on the practical application of the project, according to the results of the model and the actual implementation of the project, the paper explains the problems and countermeasures that should be paid attention to in the management of the school project set. The innovation of this paper is: 1) using PMC management model from the angle of construction general contractor, and summing up the project set management model of construction general contractor according to project management theory. The construction of project management process and its successful application in project management have laid a good start for the implementation of this model.
