综合管理体系在项目管理中的应用

【摘要】:伴随我国工程项目的国际化发展,我国与国际工程市场的接触日益频繁,未来,在工程项目运作过程中,工程质量、工程运作的环境以及工程人员的职业健康安全与国际标准的接轨具有必然趋势。但目前,我国工程领域的规范性不足,与国际标准具有较大差距。在当前市场形势下,建设施工领域的竞争由单质量要素竞争转化为多环节综合竞争,由此,质量因素、环境因素、职业健康因素都纳入到招投标审核的评审范围内,作为商务标审核的重要指标。工程项目建设过程中,如何在确保质量满足要求的前提下,保护好环境因素,减少危险源对职业人员的危害,都成为施工领域日益重要的关注条件。因此,推行ISO 9000(《质量管理体系一基础和术语》)、ISO 9001(《质量管理体系—要求》)、ISO 14001(《环境管理体系要求及使用指南》)以及OHSAS 18001(《职业健康安全管理体系—要求》)等国际标准,成为工程公司的一个必然选择。本篇论文以ISO 9000(《质量管理体系一基础和术语》)、ISO 9001(《质量管理体系一要求》)、ISO 14001(《环境管理体系要求及使用指南》)以及OHSAS 18001(《职业健康安全管理体系一要求》)等标准化体系为依据,通过对国内外综合管理体系研究现状的深入剖析,结合笔者数十年相关工作经验中发现的问题,对综合管理体系认证在项目管理中的应用进行探讨。文章首先系统介绍了戴明理论、系统方法与过程方法等研究综合管理体系的基本方法,在此基础上,对综合管理体系的内涵、内容、特征、作用与价值进行阐述,进而为研究的展开奠定扎实的基础。其次,对于综合管理体系在我国项目管理中应用的现状与问题进行了较为全面系统的剖析。再次,通过综合管理体系的建立原则、步骤和注意事项三部分删除了如何在项目管理过程中打造具有个性化、指导性的综合管理体系。最后,通过案例分析,验证上述综合管理体系在项目管理中是有效的。在市场化的大趋势下,将综合管理体系融合到项目管理、企业管理当中,通过综合管理体系更为科学、系统、规范的开展管理工作,使复杂的工作有序的展开,并通过标准化实现统一化,使不同环节之间实现无缝连接,降低反工率,提高企业的运作效率,降低企业运营成本,对于强化企业核心竞争力,保证企业在竞争日益激烈的市场中稳中求进,以及助力企业推进国际化均具有重要意义。
[Abstract]:With the international development of engineering projects in China, the contact between China and the international engineering market is becoming more and more frequent. In the future, in the process of project operation, engineering quality, The environment of engineering operation and the occupational health and safety of engineers have an inevitable trend to meet the international standards. But at present, the standardization of engineering in our country is insufficient, and there is a big gap with the international standard. In the current market situation, the competition in the construction field is transformed from single quality factor competition to multi-link comprehensive competition. Therefore, quality factors, environmental factors and occupational health factors are all included in the evaluation scope of bidding examination. As an important indicator of business standards audit. In the process of engineering project construction, how to protect the environmental factors and reduce the hazard to the professional personnel under the premise of ensuring the quality meet the requirements has become an increasingly important condition of concern in the construction field. Therefore, the implementation of international standards, such as ISO 9000 (quality Management system-fundamentals and terminology) and ISO 9001 (quality Management system-requirements), ISO 14001 (guidelines for Environmental Management system requirements and use) and OHSAS 18001 (Occupational Health and Safety Management system-requirements), Become an inevitable choice for engineering companies. This paper is based on ISO 9000 (quality Management system-fundamentals and terminology) and ISO 9001 (quality Management system I requirements), ISO 14001 (Environmental Management system requirements and usage guidelines) and OHSAS 18001 (Occupational Health and Safety Management system requirements). Based on the deep analysis of the current research situation of the integrated management system at home and abroad and the problems found in the author's decades of relevant work experience, this paper discusses the application of the integrated management system certification in the project management. Firstly, the paper introduces the basic methods of Dai Ming theory, systematic method and process method to study the integrated management system, on the basis of which, the connotation, content, characteristics, function and value of the integrated management system are expounded. Then lay a solid foundation for the development of the research. Secondly, the present situation and problems of the application of the integrated management system in the project management of our country are analyzed comprehensively and systematically. Thirdly, through the principles of the establishment of the integrated management system, steps and points for attention, three parts delete how to create a personalized and guiding integrated management system in the process of project management. Finally, through the case analysis, it is proved that the above integrated management system is effective in project management. Under the trend of marketization, the integrated management system is integrated into project management and enterprise management. Through the scientific, systematic and standardized management of the integrated management system, the complex work can be carried out in an orderly manner. And through standardization to realize unification, to make different links realize seamless connection, to reduce the rate of backworking, to improve the operation efficiency of enterprises, to reduce the operating costs of enterprises, to strengthen the core competitiveness of enterprises. It is of great significance to ensure enterprises to advance steadily in the increasingly competitive market and to help enterprises to promote internationalization.
