吉林省农村信用社农村移动支付项目进度管理研究

【摘要】:农村移动支付项目是由吉林省农村信用社(以下简称“吉林农信”)、中国联通吉林分公司(以下简称“联通”)、中国银联吉林分公司(以下简称“银联”)联合开发,旨在改善农村地区支付服务环境,拓宽农村地区金融支付服务渠道,创新农村金融服务平台。该项目上线后,农村客户足不出户就可以通过智能手机进行金融服务、充值缴费、票务购买及其商旅服务。这是吉林农信深入落实银监会“三大工程”工作部署、暨“四个一工程”设后的又一项重大便农惠农举措,对解决农村金融支付渠道薄弱、激活农村移动金融发展潜力具有重大而深远的意义。 由于项目前期管理不够完善,以至于在该项目执行过程中造成了项目整体进度滞后。本文介绍了项目的现状,提出项目滞后的问题,分析了项目滞后的原因,并利用项目进度管理的重要理论,对项目结构进行有效分解,制订了科学合理的项目进度计划,调整项目进度并使之优化,并辅之以一定的措施保障项目能够保质保量的如期完成。 在制定和执行项目进度计划的时候,本文遵循了项目进度管理的五个过程:活动定义、活动排序、活动持续时间估算、制定进度计划、控制进度计划来保证和开展项目管理工作。在对项目的进度进行控制与优化的过程中,主要采用关键路径法(CPM)来找出项目的关键路径和关键活动,并通过资源配置优化、改进工作流程、赶工的方法优化关键活动的工期,从而整体上缩短关键路径所耗时间,,使项目能够在规定的时间完成;同时,强化各项保障措施的制订与执行,包括合同管理、建立例会制度以及严格的变更审批程序等制度保障措施的落实,人力、成本资金等资源要素的控制措施的落实,以及技术、建立奖惩机制等质量措施的落实。 由于吉林农信属于省、县两级法人单位特殊的管理模式,同时又涉及银联、联通几方合作关系,不仅需要多方面的需求整合,而且需要在既定的条件下保证项目如期上线。因此该项目具有一定的代表性与特殊性。本文旨在突出本项目的计划与控制方式,为吉林农信发展农村移动支付项目提供一套相对完整的项目管理思路,并在此项目中寻求一些共性问题并做好归纳总结,为以后其它项目建设提供一些借鉴与思路。
[Abstract]:The rural mobile payment project is jointly developed by Jilin Province Rural Credit Cooperatives (hereinafter referred to as "Jilin Agricultural Credit"), China Unicom Jilin Branch (hereinafter referred to as "Unicom") and China UnionPay Jilin Branch (hereinafter referred to as "UnionPay"). The purpose of this paper is to improve the payment service environment in rural areas, widen the channels of financial payment service in rural areas, and innovate the rural financial service platform. When the project goes online, rural customers can use their smartphones to provide financial services, recharge fees, ticket purchases and business travel services. This is another major measure to benefit farmers after the establishment of the "three major projects" of the CBRC and the establishment of the "four one projects," which is a weak channel for solving the problem of financial payment in rural areas. It is of great and profound significance to activate the development potential of rural mobile finance. Because of the imperfect pre-project management, the overall progress of the project lags behind in the implementation of the project. This paper introduces the present situation of the project, puts forward the problem of the project lag, analyzes the reason of the project lag, and makes use of the important theory of the project schedule management to decompose the project structure effectively, and formulates the scientific and reasonable project schedule plan. Adjust the project schedule and optimize it with measures to ensure the quality and quantity of the project can be completed on time. In developing and implementing the project progress plan, this paper follows five processes of project schedule management: activity definition, activity sequencing, activity duration estimation, preparation of progress plan, Control progress plan to ensure and carry out project management. In the process of controlling and optimizing the progress of the project, the critical path method (CPM) is mainly used to find out the critical path and key activities of the project. Thus reducing overall critical path time and enabling the project to be completed within the specified time frame; at the same time, strengthening the development and implementation of safeguards, including contract management, Establish regular meeting system and strict change examination and approval procedures and other system security measures, manpower, capital and other resource elements of control measures, as well as technology, the establishment of rewards and punishment mechanism and other quality measures to implement. Because Jilin Nongxin belongs to the special management mode of legal person units at provincial and county levels, it also involves UnionPay and Unicom, which not only needs the integration of various demands, but also needs to ensure the project to be online on schedule under the established conditions. So this project has certain representativeness and particularity. The purpose of this paper is to highlight the planning and control mode of this project, to provide a set of relatively complete project management ideas for Jilin Agricultural Credit Corporation to develop rural mobile payment project, and to seek some common problems in this project and make a good summary. For the construction of other projects in the future to provide some reference and ideas.
