M省电力调控中心监控OMS项目需求风险管理研究

【摘要】:项目的需求风险管理是保证项目顺利开展、完成项目目标的重要管理环节;明确客户需求,通过分析客户提出的众多需求确定项目的范围并对需求进行有效管理、控制是项目可靠实现的保障。M省电力调控中心监控OMS项目对需求风险缺乏有效管控,致使在实施过程中出现诸多问题,严重影响了项目的进度、质量及成本。本文运用项目管理及需求风险管理的相关理论对项目风险进行评估,并提出有效的需求风险管理方法。针对M省电力调控中心监控OMS项目需求风险管理问题,本文主要运用关联矩阵法进行综合分析。首先运用头脑风暴法对项目需求风险因素进行分析识别,其次采取德尔菲法对各因素打分,最后通过收集所有专家对各风险因素的打分意见形成关联矩阵,并对得到的关联矩阵进行运算、评估各风险因素的影响。为使结果更加可信,本文还根据专家的工作经验,采用组合赋值法修订专家权重,并采用新的权重对所有专家的打分意见进行计算,重新形成关联矩阵进行分析评估。在得到最终的评估结果后,本文依据评估结果、结合企业实际制定了各需求风险因素的应对原则以及应对策略,形成M省电力调控中心监控OMS项目需求风险管理办法,以助于项目组对需求的风险管理;为今后将需求风险的管理方法推广到M省OMS其他专业模块建设项目中奠定基础。
[Abstract]:The requirement risk management of the project is an important management link to ensure the smooth development of the project and to complete the project objectives, to define the customer needs, to determine the scope of the project and to manage the demand effectively through the analysis of the numerous needs put forward by the customers. Control is the guarantee of reliable implementation of the project. M province power control center monitoring OMS project lack of effective control of demand risk, resulting in many problems in the implementation process, seriously affected the progress, quality and cost of the project. This paper applies the theory of project management and demand risk management to evaluate the project risk, and puts forward an effective method of demand risk management. Aiming at the problem of demand risk management in M province electric power control center monitoring OMS project, this paper mainly uses the method of correlation matrix to analyze comprehensively. First of all, we use brainstorming method to analyze and identify the risk factors of project demand, and then we use Delphi method to score the factors. Finally, we collect the opinions of all experts on the risk factors to form the correlation matrix. The correlation matrix is calculated to evaluate the influence of various risk factors. In order to make the results more reliable, the combined assignment method is used to revise the expert weight, and the new weight is used to calculate the scoring opinions of all the experts, and the correlation matrix is formed again to analyze and evaluate the expert weight. After getting the final evaluation results, according to the evaluation results, combined with the actual enterprise to formulate the corresponding principles and strategies of each demand risk factors, form M province power regulation center monitoring OMS project demand risk management method. It can help the project team to manage the risk of demand, and lay the foundation for extending the management method of demand risk to other professional module construction projects of OMS in M province in the future.
