技术成熟度应用现状及加快其在我国农业科技创新应用的政策建议

【摘要】:技术成熟度是国际上广泛应用的,对重大科技攻关和工程项目进行技术成熟度量化评价的工具。技术成熟度可准确评价技术发展状态,提高管理决策科学性,降低新技术应用风险,在欧美主要工业发达国家的工业化进程中发挥了重要作用。我国于21世纪前后开始重视技术成熟度的研究和应用,并在一些领域取得了令人瞩目的成绩。然而,该项研究在农业和生命科学领域的应用极少。综述了技术成熟度在国内外工业领域应用现状,探讨了技术成熟度应用于农业科技创新体系的必要性,并就加快技术成熟度应用于农业科技创新过程提出相应的政策建议,以期尽快将这一先进技术评价方法和管理工具引入到农业科技创新过程中。
[Abstract]:Technology maturity is widely used in the world. It is a tool for quantitative evaluation of major scientific and technological problems and engineering projects. Technology maturity can accurately evaluate the status of technology development, improve the scientific nature of management decision-making, reduce the risk of new technology application, and play an important role in the industrialization process of the major industrial developed countries in Europe and America. China began to attach importance to the research and application of technology maturity in the 21st century, and has made remarkable achievements in some fields. However, the research is rarely used in agriculture and life sciences. This paper summarizes the application of technology maturity in the field of industry at home and abroad, probes into the necessity of application of technology maturity in agricultural science and technology innovation system, and puts forward corresponding policy suggestions for speeding up the application of technology maturity to agricultural science and technology innovation. In order to introduce this advanced technology evaluation method and management tool into the process of agricultural science and technology innovation as soon as possible.
