绵阳师范学院科研项目管理系统的设计与实现

【摘要】:20世纪70年代起,信息技术的迅猛发展对人类的思维和工作产生了重大影响,它打破了时空的限制实现了远距离的交互性,为管理工作创造了前所未有的便利。高校作为科学和新技术的发源地,是社会知识系统中知识的创生和传播的主体。高校的各项管理工作特别是科研管理理所应当借助于信息化手段、知识管理的方法、项目管理的经验来提高整体的科研水平和能力,促进多门类学科体系边沿知识的开发,节省研究开发的时间、人力、科研经费。本文力求设计出高校的科研管理在吸收国外高校的科研管理理念、方法、手段后,从知识管理和项目管理的角度出发,架构一套适合中国高校的科研管理信息系统平台。随着网络信息技术的发展,越来越多的科研单位和院校开始利用网络科研管理系统软件提高工作绩效。本文结合绵阳师范学院科研管理科研实际,从信息系统建设的观点出发,充分利用管理学和软件工程的方法,从系统分析、系统设计、软件开发等方面,提出有效模式解决方案,进行了我校科研管理信息系统的系统分析和系统设计,开发了本单位科研管理信息系统。绵阳师范学院科研项目管理存在着科研资源不能实现共享,成果管理不能实现教师的网络申报、审核和管理,科研工作量自动核算无法实现,科研项目的流程化管理不流畅和科研管理信息的交流、量化和统计困难等诸多问题。本科研管理信息系统服务于全校范围内从事科研活动的教师、学校的科研管理人员和学校下属部门相关科研服务人员。其用户分为系统管理员、校领导人员、科技处管理人员、各部门科研秘书、科研教师等。不同级别的用户通过校园网络进入绵阳师范学院科研管理系统填写、管理、修改科研信息。系统的设计以科学的基本原则为指导,强调稳定、安全与实用的设计原则。从功能上,系统划分为综合办公、科研机构、科研项目、科研成果、科研评估、量化统计等模块,不同的模块区域管理相应的科研业务。系统以科研项目管理和科研成果管理两个流程为核心,科研项目管理进一步包括了科研申报管理模块,科研维护模块,经费管理模块。科研成果申报模块包括了其科研申报、审核、维护、津贴管理模块。各个模块协调工作实现绵阳师范学院科研管理系统。
[Abstract]:Since the 1970s, the rapid development of information technology has had a great impact on human thinking and work. It has broken the limitation of time and space to achieve long-distance interaction, and has created unprecedented convenience for management. As the birthplace of science and new technology, colleges and universities are the main body of knowledge creation and dissemination in social knowledge system. The management of colleges and universities, especially the management of scientific research, should be carried out by means of information, knowledge management and experience of project management to improve the level and ability of scientific research as a whole, and to promote the development of knowledge at the edge of multi-disciplinary system. Save research and development time, manpower, research funds. This paper tries to design a scientific research management information system platform suitable for Chinese colleges and universities from the point of view of knowledge management and project management, after absorbing the scientific research management ideas, methods and means of foreign universities. With the development of network information technology, more and more scientific research institutions and colleges begin to use network scientific research management system software to improve work performance. Based on the practice of scientific research management in Mianyang normal University, and from the point of view of information system construction, this paper makes full use of the methods of management and software engineering, from the aspects of system analysis, system design, software development, etc. The effective pattern solution is put forward, the system analysis and system design of scientific research management information system in our university are carried out, and the scientific research management information system of our institute is developed. The scientific research project management of Mianyang normal University can't realize the sharing of scientific research resources, the achievement management can not realize the teachers' network declaration, examination and management, and the automatic accounting of scientific research workload can not be realized. The flow management of scientific research projects is not smooth, and the exchange of scientific research management information, quantification and statistics are difficult. This research management information system serves the teachers engaged in scientific research activities in the whole school, the scientific research management personnel of the school and the related scientific research service personnel of the subordinate departments of the school. Its users can be divided into system administrators, school leaders, science and technology management staff, scientific research secretaries, research teachers and so on. Users of different levels enter the scientific research management system of Mianyang normal University through the campus network to fill in, manage and modify scientific research information. The design of the system is guided by the basic principles of science, emphasizing the principles of stability, safety and practicality. From the function, the system is divided into integrated office, scientific research institutions, scientific research projects, scientific research results, scientific research evaluation, quantitative statistics and other modules, different modules to manage the corresponding research business. The system takes two processes of scientific research project management and scientific research achievement management as the core. Scientific research project management further includes scientific research declaration management module, scientific research maintenance module, and funding management module. Research achievement declaration module includes its research declaration, audit, maintenance, subsidy management module. Each module coordinates the work to realize the Mianyang normal University scientific research management system.
