基于工作流的行政审批管理系统的设计与实现

【摘要】:随着社会的不断发展和经济的不断进步,我国政府机构的工作量不断增多,工作压力也不断增大。这些工作给政府机构带来了很大的麻烦,工作效率也很难提高。为了解决这一问题,很多政府机构都开始研究和使用电子政务系统。通过电子政务系统来管理政府机构的审批工作,这样可以大大提高政府的工作效率。但是目前很多行政审批管理系统的灵活性差,不能适用多变的政府审批任务。为了解决这一问题,本文提出了在行政审批管理系统中使用工作流技术。工作流技术可以使行政审批系统的灵活性更强,适应性更高,使政府审批工作更加便利。 本文所做的工作主要包括以下几个方面: (1)本文介绍了系统的研究背景和研究目标,查询了国内外电子政务的研究现状,并发现了管理中存在的问题。本文提出了设计并开发一个行政审批管理系统,并在系统中使用工作流技术。通过工作流技术可以使行政审批管理系统更加灵活方便。 (2)本文介绍了开发系统过程中所使用的关键技术,包括工作流技术、B/S结构、.NET技术和数据库技术。在介绍工作流技术时,,本文主要介绍了工作流的定义、工作流参考模型和工作流管理系统。 (3)本文分析了系统的业务需求。在介绍系统需求时,首先介绍了系统的需求分析,包括总体需求、功能性需求和非功能性需求。接着本文介绍了系统的可行性分析,包括经济可行性、技术可行性和操作可行性。最后本文介绍了系统的工作流程,包括行政审批业务流程、绩效考核业务流程和基础信息管理业务流程。 (4)本文设计并实现了行政审批管理系统。在系统设计阶段,本文主要介绍了系统的架构、用例、功能模块、工作流引擎和数据库的设计。系统的功能模块主要包括系统管理模块、工作流管理模块、行政审批模块、绩效管理模块、基础业务信息管理模块和统计分析模块。在介绍系统的工作流引擎设计中,本文重点介绍了工作流建立、审批信息读取和审批信息的流转。另外,本文在介绍数据库设计时,重点介绍了数据库的设计原则、概念设计和结构设计。 在系统实现阶段,本文重点介绍了系统登录、权限管理、工作流管理和行政审批管理的实现过程。在介绍工作流管理时,详细介绍了表单管理、添加工作流和工作流管理的实现过程。在介绍行政审批管理时,主要介绍了新建审批、审批项目管理和审批撤销的设计。 (5)本文测试了行政审批管理系统。其中重点介绍了系统的登录测试、权限测试、表单管理测试、工作流添加测试、步骤添加测试、行政审批测试。通过对系统的测试可以看出,工作流技术十分适合于应用在行政审批管理系统中。正应为工作流技术的使用,使得系统操作简单,功能灵活强大、稳定性强,可以满足行政审批管理的业务需要。
[Abstract]:With the development of society and the progress of economy, the workload of government agencies in our country is increasing, and the pressure of work is also increasing. These jobs have caused a lot of trouble for government agencies, and it is hard to improve their efficiency. To solve this problem, many government agencies have begun to study and use e-government systems. E-government system is used to manage the examination and approval of government agencies, which can greatly improve the efficiency of government work. However, many administrative examination and approval management systems have poor flexibility and can not be applied to the changeable task of government examination and approval. In order to solve this problem, this paper puts forward the use of workflow technology in the administrative examination and approval management system. Workflow technology can make the administrative examination and approval system more flexible, more adaptable and more convenient for government approval. The work of this paper mainly includes the following aspects: (1) this paper introduces the research background and research objectives of the system, inquires the current research situation of e-government at home and abroad, and finds out the problems existing in the management. In this paper, an administrative examination and approval management system is designed and developed, and workflow technology is used in the system. Workflow technology can make the administrative examination and approval management system more flexible and convenient. (2) this paper introduces the key technologies used in the development process, including workflow technology, B / S structure, .NET technology and database technology. In the introduction of workflow technology, this paper mainly introduces the definition of workflow, workflow reference model and workflow management system. (3) this paper analyzes the business requirements of the system. In the introduction of system requirements, we first introduce the system requirements analysis, including total requirements, functional requirements and non-functional requirements. Then this paper introduces the feasibility analysis of the system, including economic feasibility, technical feasibility and operational feasibility. Finally, this paper introduces the workflow of the system, including administrative approval business process, performance appraisal business process and basic information management business process. (4) this paper designs and implements the administrative examination and approval management system. In the stage of system design, this paper mainly introduces the system architecture, use cases, function modules, workflow engine and database design. The function module of the system mainly includes the system management module, the workflow management module, the administrative approval module, the performance management module, the basic business information management module and the statistical analysis module. In the design of the workflow engine of the system, this paper focuses on the establishment of workflow, the reading of approval information and the flow of approval information. In addition, this paper introduces the design principle, concept design and structure design of database. In the stage of system implementation, this paper focuses on the implementation process of system login, authority management, workflow management and administrative examination and approval management. In the introduction of workflow management, form management, add workflow and workflow management implementation process are introduced in detail. In introducing the administrative examination and approval management, this paper mainly introduces the design of new examination and approval, examination and approval project management and approval revocation. (5) this paper tests the administrative examination and approval management system. This paper mainly introduces the login test, permission test, form management test, workflow add test, step add test and administrative approval test. Through the test of the system, it can be seen that workflow technology is very suitable for application in the administrative examination and approval management system. The use of workflow technology makes the system easy to operate, flexible and powerful, strong stability, and can meet the business needs of administrative examination and approval management.
