东营软件园建设项目进度计划与控制研究

【摘要】：近年来,山东省软件产业进入了快速发展时期,形成了一定的产业发展规模和技术人才优势,目前已成为国内软件产业大省之一。“十五”期间,东营市高新区被列为山东省政府规划建设的“山东半岛高新技术产业带”重点城市和重点高新区。东营市有众多软件企业、院校及科研机构,人才资源丰富,为了更好的发挥东营市的人才优势、资源优势,东营市整合当地的软件资源,提出了软件产业园建设项目。项目包括公共技术支撑平台、软件人才培训基地,软件外包平台、软件出口绿色通道等设施的建设,形成产业群体,发挥群体效应。面对良好的市场环境,把握住发展的关键机遇是项目成功的关键所在。因此,对东营软件园建设项目实施高水平的进度管理至关重要。论文从东营软件园建设项目的进度管理的实际需求着手,分析了项目进度管理的主要目标及影响因素,针对项目进度管理的实际要求,对东营软件园建设项目进度管理的主要内容及流程做出规划。通过对东营软件园建设项目进行工作结构分解以及确认项目各子工作的先后顺序等,利用网络技术技术编制项目的进度计划,并依照工期目标,对其进行优化,以保障项目进度计划能够满足进度管理的实际要求。同时,依据东营软件园建设项目进度计划执行过程,设立项目进度控制的监测机制,并对可能出现的进度偏差进行分析,确定其对项目工期的影响,及时采取措施予以消除,对项目进度计划进行更新。最后,论文针对东营软件园建设项目进度管理面临的主要问题,从组织、技术以及资金等方面构建项目进度管理的保障措施,提高项目管理人员的理论水平和操作能力,帮助其解决在项目建设过程中在工期管理上遇到的问题,从而确保项目进度管理目标的完整实现。
[Abstract]:In recent years, Shandong software industry has entered a period of rapid development, forming a certain scale of industrial development and technical talents advantage, and has become one of the major provinces of domestic software industry. Starting from the actual demand of the progress management of the Dongying Software Park, the paper analyzes the main objectives and influencing factors of the project schedule management, aiming at the actual requirements of the project schedule management. By decomposing the work structure of the construction project of Dongying Software Park and confirming the order of each sub-work of the project, this paper makes use of network technology to compile the progress plan of the project, and optimizes it according to the target of the construction period.
